I thought I had seen the AI reinforcing units AFTER moving them, but just couldn't nail it down. Now I did....Accord to Rule 6.6.9 ..
6.6.9. Reinforcing Units
To reinforce a unit, right click on it and select either Reinforce or Elite
Reinforcements from the drop down menu. If the unit cannot receive any
of these then these options will be grayed out.
Note: Reinforcing a unit completes its action for the turn.
A unit can be reinforced providing:
§§ It has not yet carried out any actions this turn.
§§ Its current Supply Value allows for an increase in strength.
§§ Its controlling Major has sufficient MPPs available.

The Russian Engineer unit near Leningrad had been attacked, reduced to a strength of 6, and retreated. During the AI's turn, the unit moved back adjacent to the German Corp (at a strength of 6) THEN REINFORCED back to a strength of 10....

I reloaded the turn and it occurred again.

If a swap move was initiated first(no other actions) then the units involved will be allowed to reinforce.

There was no unit to swap with....It was an empty hex adjacent to a German unit.

Thanks for the saved game file, this was very helpful as I was able to trace the issue to what looks like a specific problem related to Engineers. The game engine prevents any AI units that have moved etc. from reinforcing, but for engineers that attempt to move into position where they would like to build a fortification, that movement flag was not being set, and thus the engineer was then able to reinforce when the reinforcement coding cycle commenced.

Consider this fixed for the next update.
