No, it is not because there has been a previous roll for Ichang. It is because when one play wit the extra cities option the cities has different US entry values. Ichang has a entry value of 2.

I will look at this when I finish work. I don't understand how the same game save can produce such different results. If this is prelim production it might well work itself out. I have raised before the issue that the numbers don't always appear to make sense but then work themselves out at the end of the phase.

If the German fighter shoots down or aborts an enemy and has the choice then the fighter is shot down NOT the bomber in this first combat.

This does NOT apply to the other two - where the bomber is the prime target.
