In my latest game I was having problems to produce metal (only my capital had ruins) and when the economic council just discovered a new metal mine nearby from my capital in the same turn the private sector started to build a private mine, making it impossible for me to try to claim it (unless I pay a really high cost early game, $1000 credits).

My suggestion would be than the private sector its only able to start exploiting resources 1 turn AFTER you discover them, so you have a chance to decide if you want to exploit it or not. Since right now the construction starts before you even start your turn, making it impossible to exploit it without having to pay a ton to the $"%&## private sector.

Alternative suggestion that's come up in other threads: any time the private sector wants to build a hex asset, make it a decision that the player has to approve (+Commerce profile) or deny (-Commerce profile). Boom, problem solved. Also solves surprise private roads that destroy your logistics network without you noticing.

Please notice that there is also case when you might want to even out government-commerce-enforcement profile and even when you maximize government like I commonly do, you still want to create jobs and tax income for all those non-government employed inhabitants.

Also there are already close to exploit level instances when you have easy time to increase some profile, like that found supercomputer that allows you to spam every turn guards to guard it for 2 points of enforcement and most commonly the built improvements are city-bound anyways.

I wouldn't mind small shift, say +-1 points in commerce from such decisions, as I already must constantly fight against getting +6 points in wrong profile like enforcement when I just want to get those drill instructors to one of my units, which is slightly high price if you ask me...

The decision should probably be set up so that it doesn't repeat for the same resource deposit. At least not the same way with the same choices/consequences.

It probably would be enough if the "next project" in the city would simply move on like it would have started the project. That way it would take some time before the same project comes up again. Never repeating it for the same deposit would be probably too much, as then there wouldn't be possibility to let the project start if the situation changes for you and you actually would like private tapping of the resource (probably never for metal though).
