Why can't the units in Suez and Cairo not reinforce? They did not move and they are in supply level 5.

I believe you need to be at 6 and above to get maximum reinforcements, action points and upgrades.

LVL 5 supply will get a HQ up to a 10 and distribute full supply. If it is all an HQ needs then it should be enough for any unit to get to a 10. I always thought this was how it worked before but i am getting older....

I'm just going by this chart in the manual that seems to imply that six and above is the threshold for maximum reinforcement. You can reinforce up to eight in a supply level five hex, but not to the full 10/10 strength.

It's on page 164, if you want to check the accompanying text out. Plus air units have some other criteria for reinforcement that have to do with being connected to an HQ which I can't find at the moment. I must be getting older too.

I do remember the supply rule change about the aircraft. I must have missed the ground unit part. I'm pretty certain that supply level 5 used to get a unit to strength 10. I wonder what I'll forget next week :)
