I would go with the CAP 3 leader for a few reasons: -She has CAP 3, that means she will earn XP faster. -Her INT is higher (although only slightly), so she will be better at rolling her skill rolls. -She is much, much younger (and thus it'll take a longer time for her to retire). -Her relation with you is better. The higher the relation, the better her skill rolls. Something to consider is whether her profile matches your regime's. If you are not using Government there might be some relation issues, but then again the CAP 2 leader has more profiles, and thus a higher chance that her profile doesn't match yours. Entirely up to you. Stats (INT, WAR; CHAR, ...) do not give their full value to the skill roll unless the skill (Inventor, Science, etc) is at least at 20 points, which means initially the CAP 3 leader will perform worse than the CAP 2. For the Economic Council position, the only skills you will use are Science (for a research bonus), Discovery (for discovering techs), Prospecting (for prospecting resources) and Administration (for a bonus to getting economic policies cards). Picking the CAP 2 or CAP 3 leader depends on whether you value short term benefits over long term since the CAP 2 leader already has some of these skills trained. However, because the CAP 3 leader has pretty high improvisation, this penalty will be mitigated somewhat.
