It is start of a new game. I have to choose between two candidates for Economic council but I have no idea how to decide who is better. Abigail is CAP II leader who has INT=36, and Inventor skill LVL=24. On the other hand Veronica is CAP III leader who has slightly higher INT=38, and no other skills based on intelligence statistic. Also, they both have Improvisation skill (Abigail 10, Veronica 24) but I'm not sure if that skill is relevant for Economic council.

Everything else being equal I would go with Veronica because she is CAP III. However, I'm not sure how much advantage Inventor skill gives and how much time is needed for Veronica to develop that particular skill. Game itself gives Suitability rating of 32 for Abigail and 12 for Veronica. How do you guys decide who is most suitable candidate? Is there any quick rule of thumb?

I would go with the CAP 3 leader for a few reasons:
-She has CAP 3, that means she will earn XP faster.
-Her INT is higher (although only slightly), so she will be better at rolling her skill rolls.
-She is much, much younger (and thus it'll take a longer time for her to retire).
-Her relation with you is better. The higher the relation, the better her skill rolls.

Something to consider is whether her profile matches your regime's. If you are not using Government there might be some relation issues, but then again the CAP 2 leader has more profiles, and thus a higher chance that her profile doesn't match yours. Entirely up to you.

Stats (INT, WAR; CHAR, ...) do not give their full value to the skill roll unless the skill (Inventor, Science, etc) is at least at 20 points, which means initially the CAP 3 leader will perform worse than the CAP 2. For the Economic Council position, the only skills you will use are Science (for a research bonus), Discovery (for discovering techs), Prospecting (for prospecting resources) and Administration (for a bonus to getting economic policies cards). Picking the CAP 2 or CAP 3 leader depends on whether you value short term benefits over long term since the CAP 2 leader already has some of these skills trained. However, because the CAP 3 leader has pretty high improvisation, this penalty will be mitigated somewhat.

Economic council, besides economic-related stuff, have invent (discovery) and research departments. Both are vital. Inventor skill is for invention and science for research. Therefore at start I'd surely appoint leader with great ready-to-use inventor skill and some science. Bonus to actuall research / invention comes from rolls, not clean levels. You can also check which skills are important for a leader of specific department (besides manual) in organization tab.

Abigail is better short term in the Area of Tech discovery. She already the inventor skill on a pretty high level.
She is also slightly better in the other Areas of that group, thanks to Skill Group skill sharing.
And she has Improvisation too.

Veronica is better longterm. She learns that bit faster, has that bit higehr skill cap, 2.5 extra decades left of full performance.

Unless you really need discovery right now (like looking for a power plant or other critical economics technology) or could use a more general Intelligent Leader for a later Council, I would pick Veronica for Economics. The longterm potential is very valuable.

Another option is to pick Abigal now, but make Veronica a Advisor - attached to the Economics Council. That way she also trains in the required skills simply by helping.
But I am unsure if that is not too much work, given there is only one Advisor slot that early. And there might be some Councilor/Adivsor friction.
