Status: offline 		It's August 2, 1940. I'm playing the AI as the Axis and got France willing to negotiate their surrender (they were at 41/41 morale) so I went to the War Panel to initiate the negotiations, and get the message that France surrendered. I didn't get an option to create Vichy France. When I go back to the map, I see that all of France is now German occupied???

Did I miss something here? How does one get to accept the formation of Vichy France?

Status: offline 		Their surrender creates Vichy.
IF you do not want Vichy then you do not accept their surrender. That is a horrible plan though as they move their capital all over Europe and Africa.

There will be a one turn delay IIRC. Then Vichy appears on the next Allied tur.
