France surrender question (Full Version)

It's August 2, 1940. I'm playing the AI as the Axis and got France willing to negotiate their surrender (they were at 41/41 morale) so I went to the War Panel to initiate the negotiations, and get the message that France surrendered. I didn't get an option to create Vichy France. When I go back to the map, I see that all of France is now German occupied???

Did I miss something here? How does one get to accept the formation of Vichy France?

Their surrender creates Vichy.
IF you do not want Vichy then you do not accept their surrender. That is a horrible plan though as they move their capital all over Europe and Africa.

There will be a one turn delay IIRC. Then Vichy appears on the next Allied tur.
