Pirates in DW2 are not as fully developed as in DW:Universe, mainly because we could not include fully playable Pirates (which were part of the DW1 Shadows expansion) and complete DW2 in a reasonable time. They're still more advanced than the original DW1 pirates, but you can't commission raids. Trade is also different in DW2. In DW1, all factions traded as the default once they came into contact with each other. In DW2, embargo is the default state. There are then three levels of trade: Restricted, Limited and Free. Each of those is effectively a different treaty type. With Restricted Trade, they'll only trade what they have in abundance and charge a significant tariff for it. With Limited, they'll trade just about everything, but still with tariffs. With Free, everything is traded without tariffs. Improving your relationship allows access to higher levels of trade. For the most part, giving time for the previous level of trade to work builds some trust and often leads to an opportunity for more trade. If you want to have an embargo, just make sure you don't agree to any Trade treaties. Similarly, other treaties allow migration, mining, refueling, etc. If you don't agree to those, then that won't happen. Separately, there is also the offensive fleet action to Blockade a planet, which is a hostile way of enforcing no traffic of any kind there, but would generally be considered an act of war.
