Does the unit scale follow World at War?

What is the appropiate unit scale per 10 strength points for:
Corp= 50,000
Army= 100,000
Capital Ship= 2
Calvary Corp= 50,000
Air Fleet= 1000
Sub= 10
Carrier= 2
Air Fleet Carrier= 1000

Roughly speaking yes, though the amount of planes and cavalry would most likely be significantly less than that.

Some of these numbers are fungable.

For example Number of planes per unit would/could/should be vastly different in 1940 vs. 1945.

Given the game philosophy and mechanics the scale of units is arbitrary anyway.

So maybe an airfleet in 1940 was fungable 250-400?

Yes, with the expansion of armed forces the comparable numbers would rise as the war progressed.
