As the title says locked units (for example all hungarians or locked romanians) can be transfered to the Garrison box no matter their unlock dates.
I doubt that is intended as such.

Thanks, will at that to out bug list. Until we fix it, players should not do it.

I support this bug and was about to submit my own report.

It is true, you can xfer a number of locked Hungarian and Rumanian units to the Soviet Garrison beginning turn 1.

I have a screen shot of them arriving on turn 3.
