GoodbyeBluesky -> Locked Units can be transfered to the SU Garrison Box (10/17/2021 9:25:59 AM) As the title says locked units (for example all hungarians or locked romanians) can be transfered to the Garrison box no matter their unlock dates. I doubt that is intended as such.

It is true, you can xfer a number of locked Hungarian and Rumanian units to the Soviet Garrison beginning turn 1. I have a screen shot of them arriving on turn 3.
