Few things you might check/try:
See that the sound card does not share an IRQ with another device, like graphic card. If it does, try selecting a free IRQ for it manually, or just remove the card and place it into another expansion slot..this afaik rearranges IRQ's again.
Done that...I did that when I built my PC :D

Also, if your board has an ISA slot it's generally best to leave the pci slot next to it unused...ditto for the slot next to AGP card. There's bus sharing between those slots that may affect performance.
I have my SB Live installed on PCI slot 3 (1 and 2 cannot be used because of my heat sink monster: GeForce 256 DDR :D :D)

I also spotted one suggestion on another forum..apprently some systems have a 'hardware acceleration' setting under the control panel/multimedia. (I don't have a live card so maybe that's why I can't see such dial). In any case if you can find this setting, try playing with it...a 'basic acceleration' setting was suggested.
Ah, maybe I'll try that...but I found a very easy way to work around my problem: I just turn off music from pref panel :D This works, because screeching sounds appear only when music is played. Too bad that I just like SPWAW music... :(
