This is the only country I have found were their units start way down on efficiency.
What was the reason for this? Were they in battle?

Perhaps instead of doing this initially Yugoslavia starts with more units at full efficiency and as the winter of 1940/1941 happens...some are removed and efficiency on the ones there is dropped...
I believe you have to "remove" and then "add" a unit back to do that.


Could make this occur in a new scenario...PBEM only version so we do not have to mess with the AI and the event file can be made smaller.

Status: offline 		They are this way because Yugoslavia was in really bad shape when the invasion started. On paper they had 600,000 men but they didn't get mobilized quickly. It was an organizational mess. They needed time. Realize the country was overrun in just 12 days easily by Germany. They just had a coup in March. If I remember they were in the processes of negotiating with the Germans to keep them at bay. No one knows for certain why they simply collapsed but they did. Thus the efficiency loss.

You can always modify the scenario yourself and make a new one.
