Al,
This is the only country I have found were their units start way down on efficiency.
What was the reason for this? Were they in battle?
Perhaps instead of doing this initially Yugoslavia starts with more units at full efficiency and as the winter of 1940/1941 happens...some are removed and efficiency on the ones there is dropped...
I believe you have to "remove" and then "add" a unit back to do that.
Could make this occur in a new scenario...PBEM only version so we do not have to mess with the AI and the event file can be made smaller.
