You can create separate units by using less shipping or air transporting than required to move a unit. In this way one can create tiny sub headquarters units. Do these small parts of a headquarters provide the same 10% and 20% combat bonuses and help with air operations (in the case of an air HQ's) as the whole headquarters unit would?

In WitP, I don't know.

In UV, you have no control over what parts of the unit load if loading a partial unit. The different parts of the HQ units work together.

I find it more of a pain than it's worth trying to do the unit split thing. It is easier to do with the support units than it is with the combat units.
