Hi,
during HI->fuel production tests (see http://www.matrixgames.com/forums/tm.asp?m=672169 )
I've found some strange behaviour of raw material distribution.

Raw material is distributed AFTER production phase, if you have two nearby base like Matsuyama and Takamtsu on Shikoku Island, on first turn Takamatsu base didn't produce anything (fuel, manpower nor Hvy Industry Points, just 5 supply and 5 resources) because there is not enough Oil and Resource Points, Matsuyama have BIG storage, all will be distributed later - wasted first turn.
This is only small issue. Worst problem is redistribution of Oil and Resource points to bases where is NO Heavy Industry at all , for example on Formosa, where are some resources automatically moved from Taipei to Takao and left there (in my case around 3800 resource points!!). There is no redistribution during following turns back to Taipei or Tainan. And Tainan don't received Oil/Resource points on first turn at all, 240 HI wasted

I've set all aircrafts down, stoped all japanese actions, it's just production test - head 2 head play

Check following bases (for example, it can be seen in other places too):
Matsuyama (Shikoku Island) - no Oil, only 1 resorce point (5 was produced) distributed from Takamtsu (90000 depot at start for Oil/Resources) 2 hexes away

Tainan (Formosa) - no Oil, only 7 Resources (30 produced here) transfered from Taipei three hexes away
Takao (Formosa) - three hexes away from Taipei, no HI , 3855 resources moved here (out of 10000 at Taipei !)

Hamamtsu (Honshu) - starting with 90000 resource points, now only 394 (!!!) left, insufficient for 600 x Heavy Industry
