Will there be any attempt to model the civil war in China? Central authority pretty much collapsed after 1916, and the civil war continued to 1928.

I wanted so dearly to model this, but unfortunately I don't think the WitP engine could handle it. So, the compromise is China is weak, understrength and disoriented. It should (if Japan strikes early) be easy pickings, much like a country blowing itself apart would. However, later in the war it should start to get better, representing a unified, if not temporary, China.

The only other way to model it would be to have Japanese units fighting in China, and players "assume" they are rebel Chinese. However, I doubt if Japan would want to help one side, rather than swallow up the entire country.

I suppose neutral units are completely impossible... Nice to hear you at least considered it. How are you going to deal with the Japanese Manchurian ally, Japanese units?

I left manchuria basically the way it is in regular War in the Pacific. I did it for game mechanics, but also its border is much reduced (no further west that Korea). It wasn't an ideal solution, but it does give the Japanese player some territory to play with at the begginning.
