My Friends, I present you the First Plan Orange AAR.

(end voice).

This is a head to head AAR of the War Plan Orange Scenario "Pacific Jutland". First, a description of the scenario.

Formosa (Taiwan) is in desparate need of supplies. The British, in a prelude to taking the island, are to force a blockade by the Grand Fleet. Japan must not let this happen, and must supply the island, or destroy the Royal Navy, whatever the cost.

This scenario is meant as a Hotseat or PBEM only scenario, and as such no AI provisions were taken for it.

Both navies are evenly matched, in the sense that there is not a clear-cut advantage for either side. The breakdowns areroughly :

Japan
25 battleships, of which 9 are dreadnoughts (2 semi-dreadnoughts too)
8 Battlecruisers
3 Aircraft Carriers
31 Cruisers, about 7 of the Armoured type. The Rest are Protected and Light cruisers.
~70 Destroyers, of which maybe 30 are of the "first class" variety.
about 30 submarines of all types.
10 Q ships, 5 of the ASW type and 5 of the ML type.
~30 Minesweepers, all converted from Asakaze type 3rd class destroyers.

Britain
34 Battleships, of which 33 are dreadnoughts. However, only 10 have 15" guns. The rest have 13.5 and 12 inch, meaining they will have to suffer the cannonade of the Japanese battleships while they close the range.
10 Battlecruisers, of which 4 are older 12 inch gunned ships. This means that in a battle with the Japanese BCs, at the beggining 6 must slug it out with 8. Of those 6, 2 are armed with 13.5 inch Guns (Lion and Tiger), and thus must close the range themselves.
2 Aircraft Carriers
35 Cruisers, 2 of which are the Outrageous class, and 1 is an Armoured cruiser. Also, one is the ex carrier Vindictive, reconverted in 1934.
66 Destroyers, which comprise leaders, older TBDs, and newer ships.
2 Dozen submarines of all types.

The analysis of the fleets indicate that,

1) Britain has more BBs than Japan. However, in an opening engagement the initial combat will be 8 to 10, (the Japanese Settsu has 12" guns).
2) Britain has only 1 more BC (for balance, Princess Royal, Howe, and Rodney are not in the Scenario.) However, 4 of the Japanese BCs can out range all of the British, and the other 4 can outrange 4 of the British. Here, Japan is the winner.
3) Aircraft Carriers. a 3 to 2 superiority for the Japanese here.
4) Cruisers. Britain outnumbers Japan here, but the Last cruisers were built in 1926 (the 2 E class). The rest are all WWI vintage. Japan gains the Tenryu, Nagara, Kuma, and Sendai class cruisers in the '20s, giving Japan an edge here. Also, only the 4 Sendais and the HMS Vindictive can carry seaplanes.
5) Destoyers. Here it is evenly matched, with Japanese DDs carrying the same armament as their British counterparts. The well armed Special Type (Fubuki) have not yet entered service.
6) Submarines. Here again it is evenly matched, as only a small portion of British Submarines are coastal boats. However, Japan produces newer subs, of which Japan does not. In addition, in the M class monitor submarine, Britain possess a fearsome commerce raider.

Now I will write out the tactics, and give combat reports.


Japan's First Turn

Objective: Keep Formosa supplied, and inflict as much damage on the enemy as possible.

Since I don't know where the enemy will attack, whether he will aim for my fleet or my convoys, I am going to create 4 main TFs.

TF-1 Will be the battle line. This consists of the most modern 8 dreadnoughts (All but Settsu), 2 Sendai class cruisers (with seaplanes) and 5 destroyers.

TF-2 Will be the scouting line. This consists of the 8 BCs, the other 2 Sendais, and 5 destroyers.

TF-3 Will be the supporting Line. This consists of the 3 Semi-dreadnoughts and 5 most modern pre dreadnoughts. Next turn, when the Settsu arrives in Hiroshima/Kure, she will become the flag. In addition, 5 destroyers, 2 Armoured Cruisers, and 2 Protected cruisers have been attached.

TF-4 Will be on convoy duty. This is 4 BBs, 4 CLs, and 2 DDs. Assigned an Escort Mission, they will escort directly my first convoy to Formosa.

TF-5 Will be a routine Convoy to Taipei. Consisting of 20 APs and AKs, and a destroyer. To be escorted by TF-4.

TF-6 Are 2 CAs and some DDs, to help form another Escort TF.

TFs 7-13 Are Submarine TFs, deployed in a line from the Pescadores to Batan Island. This should give me advance warning of the RN.

Orders, I am moving the Battle Fleet (TF-1,2, and 3) To Naha, to put them in range to engage the enemy.

Britain's First Turn

I begin creating my fleet. Since my fleet is at both sides of the spectrum (15" and 12" ship), I create 3 TFs of battleships.

TF1001 is centered around the 5 QEs (3 of which have been rebuilt with trunked funnels) and the 3 Colossus/Neptunes and 2 of the St. Vincents.

TF1002 is centered around the 5 R class, with the older Bellerophons, The Vanguard, and the Dreadnought.

TF1003 is centered around the remaining ships, the Iron Dukes, King George Vs, and Orions, complete with Agincourt and Erin.

TF1004 is the scouting wing, consisting of the 10 BCs and the 2 Outrageous CLs.

TF1005 is the second scouting wind, with Furious, Vindictive, and a good number of cruisers.

Each has several CLs and DDs assigned.

TF1006-10 are sub TFs, the 3 M class monitors assigned to 3 of the ports at formosa, and 2 L class subs sent off Japan to detect the enemy fleet.

Nothing happened, so no combat report. Will post turn 3 in a sec.

Japan Turn 3

The First convoy, with 50,000 supplies is on it sway to Taipei. I am sending the Entire battle fleet to a point NW of Formosa. In addition, I am sending my 3 carriers to the south, to attack the PI. Maybe I can lure out the Grand Fleet.

Also, since I know the British will be sending submarines to see where the big convoy comes to, I am creating a force of five Q ships to patrol some of the ports.


As the British, I am deploying the British Fleet West of the Pescadores. This should put me into a good position to attack the convoys if when me subs spot it.

Turn 3, the only thing that happened is one of the Japanese ships spotted a sub.

I am not relying on subs heavily, as the leader bug replaces their CO every turn, and cannot fully test them until Mike Wood gets that fixed.

Turn 4 was a bad turn for the British.... Japanese B1Ms from Formosa located and attacked the Grand Fleet. While the bombers were beaten off by the Camels of Furious and Argus, the Japanese now know where the British fleet is. In addition, the Fleet sank a submarine trying to gather intel. The game is afoot!

Japan Turn 5

Since the British have taken up position West of the Pescadores, I must assume that they know my convoy is headed to Taipei. I am sending all battleships sans 5 there, in an effort to guard it... My carriers will still raid the PI, in hopes of drawing them off.

British Turn 5

My submarines still have not detected the enemy fleet yet. I will keep my fleet where it is, and beef up Camels to knock down their B1Ms....

Turn Results(Japan): No combat, but now have spotted 2 enemy submarines. Am sending in some DDs to sink them.
Turn Results(Britain): One of my Subs has spotted a force of 5 ships heading west, NW of Formosa. They report only cruisers, so I'll send in my lighter dreadnoughts to sink them....

Amazingly, at least in Ajax case it didn't penetrate, but it did cause a chunk of sys damage. Not sure on Agincourt, I saw the explosion but not the damage it caused.

I know that in a test I did last night, Argus was blasted by about 20 sys damage by 2 bombs.

I think, like was stated, to sink a BB you must torpedo it... of course now the British TF has lost all surprise, and in a night engagement is clearly visable.

Prediction: Having longer range will not help the Japanese that much.

It will be interesting to see how the game handles - or simulates - what should be two lines of battleships slugging it out. My guess is not very well.

I think it will handle it pretty well, but in a longer manner. I.e. I think it will take 2 or 3 WitP combats to equal 1 Jutland.

Well, how about I play a few more turns and we find out, eh?

Moves for 2/7/1928.

JAPAN

Thanks to my B1Ms, I have spotted a force of what my intel desribes as 10 CAs, but I saw BBs in them. I am ordering all fleets to Taipei, to cover my convoy which still has almost 40,000 supplies to unload.

BRITAIN

My Submarines has spotted a force of Cruisers at Tainan.... not sure if this is where the enemy convoy is, but I am dspatching the Scouting Wings (1 of BCs the other of CVs) to destroy them.

Turn Results:
The British Carrier force came under attack by Japanese B1Ms, which succeded in scoring a torpedo hit on the Furious. Furious and Argus launched Camels at the enemy "cruisers", but surprisingly the Cuckoos did not launch. I'll check that out.

During the night, a Jap sub attacked the HMNZS New Zealand, but scored no hits. In 2 actions the sub was duly sunk.

The Scouting wing (of 10 BCs) attacked the enemy "cruisers", which turned out to be a 6 ship DD TF. It was the best test I have seen. During the day, the range never closed to less than 16,000 yards, and the British didn't withdraw until all 6 DDs were sinking.
A few rounds wer fought at 24,000, then 1 at 23,000, then 2 more back at 24, then 1 each at 22 and 21, one or 2 at 20, then 1 at 18, and 3 at 16.

Let me tell you, as it was in WWI, British gunnery is horrible. Once the range came to 22k yards they did alright, but few hits were scored at 24,000.

Moves for 2/8/1928

Japan

The enemy fleet moves nearer to Taipei. Somehow he must know that is where I am. I have ordered all dreadnoughts and BBs but a select few there, to destroy them. I am moving my BCs to Taichu, to provide backup incase it is needed.

Britain

Due to lack of Ammo, I am pulling my BCs back to Hong Kong to rearm. I am sending my carriers and 1 Division of dreadnoughts to try and intercept the last spotted position of the enemy carriers.

My unit of old battleships should be approaching the point where I think those cruisers are, Taichu....

(In case you don't know, I am trying to play each side like I dont know what is happening, to test features and to show the kinds of battles WPO can do.

Japan

Enemy TF now appearing to move to Taichu. I eill despatch some old predreadnoughts to help out the Battlecruisers, as I still believe Taipei is the target.

Britain

My Older BB TF should reach Taichu tomorrow... dreadnoughts vs cruisers. Should be easy. My Carrier and BB TF are still trying to intercept the enemy CV TF, and my BC TF is enroute back to its original position near pescadores. My 3rd BB TF is moving to Tainan, where a sub reports a single ship TF. It may be a sub, or it may be a convoy...

Results:

Lots of air attacks on both sides. I found a bug in the Allied Carriers, that I'll have to restart to fix, but it will be fixed, don't get me wrong. Japanese CVs work perfectly though.

My Subs at Taichu have uncovered Japanese pre dreadnoughts. Not gonna be the cakewalk I thought, but still easy for my dreadnoughts. They arrived today, but did not make contact.

My BBs found the Japanese CVs, and in a confused night battle beat up some escorts, but didn't even tough a carrier.

My other BB TF attacked the force of 5 Q ships.... and sank 4 of them and beat the living Hell out of the fifth. Will Japan come out and play perhaps?

Japan

Gah! In one of my WitP oopsies, my BCs are headed back to Japan... I am sending all Predreadnoughts to engage the enemy.... I will not sacrifice my dreadnoughts yet. Badly damaged, and short of planes, I am recalling my CVs..

I am also sending in more submarines to try and nab a British battleship.

Britain
I am pulling my carriers back to Hong Kong, and keeping one of my BB TFs back at Taichu, to try and destroy the Japanese BBs. I am also reinforcing with the R class BBs, fresh from the Q ship action.

Results:

My Dreadnoughts were all set to prey upon the smaller predreadnought TF, when out of nowhere (Taipei) another TF of OBBs appeared. Initially surprised, the short range allowed the 12" guns of the Japanese to quickly take Iron Duke, Benbow and Marlborough out of the action. However, once aroused, the Guns of the British pounded the Japanese.

1) Carriers must be at the begging of the DB.... I stuck my British CVs in the middle. I moved the USN, but not the British.

2) I had dumbed down the ASW.... in fact, I made the DCs half their normal values. I'll reduce them further. Also, Mike Wood is supposed to be tweaking the ASW routines, so that WPO ships are assuemd to NOT have ASDIC.

Moves for 2/11/28

Japan

Britain has got in a critical blow... while I have taken several of her dreadnoughts out of action, she has sunk 2 Pre dreadnoughts, and Armoured cruiser, and a Protected Cruiser. 2 Predreadnoughts and 2 more cruisers are endanger of foundering, and 2 more pre dreadnoughts are out of the fight for about 6 months. This leaves me with only the dreadnought fleet (Settsu, attached to the predreadnoughts, will be reassigned) and the Battle cruiser fleet. I am going to scrape up what battleships I can, protect this convoy, and then go on the offensive.

Britain

The battle last night... the Battle of Formosa, was not a complete success. 2 enemy battleships sunk, several damaged. However, the Iron Duke has a bad list, and is making a run for Shanghai to patch up. 5 other battleships, damaged to varying degrees, are making for Hong Kong.

The 2nd Battle Squadron, will return to Taichu, as a show of British strength. RADM Vian will show the enemy no quarter.

the Battlecruiser Squadron is remaining on station west of the Pescadores. the subs at Tainan are moving to Taipei, to look for targets.

Results. A pretty eventful turn, lots of air attacks and sub attacks. The British lost a sub at Taipei, but now know a large force is there. The convoy isn't at Tainan, it isnt at Pescadores, and it wasn't at Taichu. It must be in Taipei.

Japan

A submarine was spotted at Taipei. He saw the battle line, but I don't know what else. I am committing all my dreads and BCs there. That is where he will strike.

Britain

I have found his dreadnoughts. He would not have sacrificed his predreadnoughts unless he was covering something important. I will commit all 3 remaining capital squadrons to Taipei. Let the Grand Fleet Carry the Day.

Results: Japanese planes made several attacks on unprotected British battleships, putting a torpedo into the HMS Valiant. Air recon has spotted large fleets on both sides. The great battle looms, unless the Japanese pull out their convoy.

End results of the main battles of the night:

Atago and Hiei will sink enroute for repairs, Krishima and Mutsu will be under repair for a year, and several other BBs and cruisers will need repair.

After the battle, Centurion, Thunderer, and Conquerer foundered. Barham, Collingwood, and Royal Oak will sink enroute home, Royal Soverign may never return to service, Ramilles, Bellerophon, and Neptune should survive, but will be under repair for a year. Of the 34 British battleships that started the scenario, only Hercules (relatively undamaged) Ajax, Marlborough, King George V, Empress of India, Iron Duke, Ramilles, Bellerophon, Neptuneand Agamemnon survive. Of those, only Hercules and Agamemnon are fit for battle.

Though I think I need to tweak the game a bit (a 12" British shell couldn't penetrate Settsu at 8,000 yards), does anyone else think WitP can't produce a Jutland? 24 Battleships sunk in one night. That is far worse than Jutland ever was, both sides combined.

The Scenario is over, a clear cut win for Japan.

Both sides started with about 5100 VPs, but Japan has 9185, Britain 6090. Britains naval force is limited to 2 Dreadnoughts, 1 OBB, 2 CVs, and 10 BCs. Japan has 9 Dreads (1 of which is OC), 8 BCs, and a fair number of OBBs.

Lessons learned from the test AAR about War Plan Orange:

1) Its fun ( I had a blast).
2) Aircraft are no where near WW2 standards, nor what Billy Mitchell predicted. However, they can harass a battle line, and give the enemy advance warning. Also, after the battle they may finish off crippled ships.
3) British gunnery is horrible
4) British night Fighting is horrible
5) Numbers 3 and 4 don't mix
6) Japanese OBBs are especially vulnerable, moreso than their Allied counterparts
7) Japan has superb nightfighting ability (will be dumbed down). Use it against a superior enemy
8) Superiority counts for beans. I went in to the "Battle of Formosa" looking for a British Win, and the limeys got stomped.
9) Submarines are invaluable. Even if a torpedo never hits, there scouting is worth the boats weight in gold
10) Flak is particularly deadly to low flying bombers.
11) Bombing Accuracy improves over time, however it is nowhere near WitP, and Op losses are very high.
12) Torpedo Bombers can only carry fish out to 60 miles. So, to avoid this problem, always sail 2 hexes off the coast of an island.
13) Scouting planes, while common in the late 1920s, are a luxury early on. Protect their ships at all costs.

Some details of the map setup, if you don't mind.

The players will be slashing at each others battle lines for two game years or more, right?

My biggest speedbump with the British forces in the Far East in the standard game is lack of adequate repair facilities. You have to go to the US west coast for major repairs to the large ships. Japan is more centerally located, and has better interior LOC. A crippled Repulse or brit flattop has to sail around the map edge to get to the US, so the distance is multiplied somewhat. (Boo Hoo, I Know. Call 1-800-cry-baby.) Are there nonhistorical repair facilities for the Alliance ships in the Far East to speed up repairs a little?

After all, there will be a lot more (slower) Capital ships operating in the China Sea (on the Allied side) than are usually found in the standard game.

I saw lots of air attacks (even if they were ineffective, mostly) in your AAR. Were there that many airfields available in reality? Also, are there heaps of engineers to build up these facilities, or did you trim their numbers somewhat, compared to the standard game?

I saw no minefields mentioned. Were mines of the day just as potent as they can be in the standard game? Do the players get to "rebuild" AK's into auxiliary ships (like MLE's)?

First off, this AAR was of a small, 2 month max scenario. In the Big tomale, the majority of the British fleet arrives on the US west Coast via the Panama Canal. It is quicker than going around the world, plus they can take advantage of supply lines.

None of mainland CHina is occupied (at the beginning anyway). So, if your ship gets creamed off Formosa, make a run for HK, the PI, or China.

This PBEM scenario occurs in 1928. I am assuming, for game purposes, that the Japanese have built up Airfields in Pescadores, Tainan, and Taipei. In the grand campaigns (the 2+ years) Air fields will consist only of those in Japan, India and Ceylon, a small one at PH, and the US West Coast. In the full thing, you will need engineers to build up airfields.

As to mines, those are tricky. In this AAR I hit no mines, but in a previous test I hit some. I don't think Formosa is mined. That was a carry over from the grand campaign. I'll fix that, along with some other bugs.

For Gameplay purposes, the Best Brit repair yards are:

Karachi, Ceylon, Hong Kong. Each is big enough to repair damaged ships, but not several damaged, or heavily damaged. However, aside from older dreadnoughts that arrive throughout the game, the majority of the British Fleet arrives of the West Coast. So, like the Americans, if damaged off the PI, you are gonna have to limp to China, HK, PI, or Australia. Such were the logistics of the day.

Players get to rebuild ships, however as stated previous, MLEs and AVs did not exist in the 1920s. These 2 options, on both sides, convert AKs into ASW Q ships.

This scenario lasted 14 days (originally what I had envisioned). However, in its final form, 2 humans should be able to tretch it out at least a month.

This scenario was not finished per se when I ran it, but finished enough to gauge things and test. I'll put the finishing touches on it (and with luck the others) this weekend, and can hopefully do more AARs in a few days.

Also some lessons I noted, while I didn't mean to, I created very unbalanced TFs for Britain.

TF1001: 5 QE's with 15" guns, 2 Colossus, 1 Neptune, 2 St. Vincents all with 12"guns

TF1002: 5 R class with 15" guns, 3 Bellerophons, 1 St. VIncent, 1 Dreadnought with 12" guns

TF1003: 4 Iron Dukes, 3 KGVs, Erin, and 4 Orions with 13.5" Guns, and Agincourt with 12" guns.

WHat I should have done is give each TF a mix of 15, 13.5, and 12 " guns. TFs 1001 and 1002, once they got into battle, were effectively 5 BBs until 16,000 yards or so, and would get pummeled. TF1003 wouldn't even be able to fire until 22,000, well in range of Japanese 16.1" guns.

I think what I should have done is this

TF1001 3 QEs (rebuilt), 4 Orions,1 King George V, 3 St. VIncents

TF1002 3 Rs, 2 Iron Dukes,2 King George V, Agincourt, 3 Bellerophons

TF1004 2 Rs, 2 QEs, Erin, 2 Iron Dukes, 2 Colossus, 1 Neptune, Dreadnought

That creates 3 TFs of 11 BBs, instead of 2 of 10 and 1 of 14. It also means a good distribution of firepower:

TF1001 3 15", 5 13.5", 3 12"
TF1002 3 15", 4 13.5", 4 12"
TF1003 4 15", 3 13.5", 4 12"

Now each side can return fire, and the 12" dreadnoughts are spread out so as to not be a liability or a hindrance. If I had done this, I might have gotten better results yesterday.

Hrm.... Im starting to think either 1) I have rated British ships too low, or that WitP's code is heavily biased in favor of Japan. The 3 British TFs attacked 2 Japanese, in broad daylight. 1st Round, Allied force is surprised. 2nd Round (with burning Japanese ships) Allied Force is surprised.... In fact, only the round against the convoy and 1 other did the Allies NOT get surprised.... I'll have a look, and either dumb down the Japanese or up the Brits.
