Hello...
This new targeting system is part of the TCP/IP multi-player code. It occurs in the game starting in version 2.2. You see, Tom Proundfoot is working hard on that part of the code, right now. Starting with version 2.2, we merged the code, so that we are now seeing some of his work.

Once a unit opens fire, the number of viisible units go to zero, because the unit is occupied. That is why you have to right click again, to get the number of visible units again.
Tom is a top notch programmer. He is new to Matrix Games, but you will be hearing a lot more about him, as time goes by. He is currently occupied writing version 3.0 of Steel Panthers. I was supposed to be working on another project full time, right now, but took some time off to whip out the patches you have seen.
