Some were there, but not all of them. A Japanese player in Manchuria can take Kwantung and additional forces, move to known weak spots in the Russian postition, mass there with NO reaction from the Russian forces and attack at will. Heck, I don't even think Vladivostok has ground forces in it; a rapid landing there could result in a Coup de Main of the main Soviet Base in the Far East....right....
