Ken I think that smaller scenarios are more fun to design. The most time consuming aspect is creating the map, at least from what I have discovered, but the OOB's are relatively easy and can easily be made more representative. Usually not many events that are needed but there can be some nice "what if's". Easier to debug and playable in an evening. I am close to beta testing the Italian attack in June 1940 against the maritime provences of France on BN scale at 2.5km per hex and 6 hour turns.
