I agree that it makes a really interesting situation. I find operating around the islands much more interesting than in the wide open pacific. With regard to Australia, they certainly proved in WWII that they were capable of some self-sustained design and production (they designed and produced an indigenous tank, aircraft, etc.). It might not be unreasonable to have a situation in 1922 where they had not yet developed this capacity, in which case your idea would be ok in "historical" terms. Of course, it is a game and you don't need to be historical in every aspect. What I think would be really good was if you set it up so that Japan needed to capture the DEI for its fuel supply. Lets say that the US, although not at war, embargoes Japan. A part of the British campaign could be focussed around trying to interdict the Japanese LOS.
