Carrier capable in real life, at least for single seat, single engine aircraft, meant able to land on a carrier (arresting gear, approach speed, beefed up landing gear, etc.), but a lot of small planes were able to take off from carriers. The usual procedure was to hoist them onto the carrier at a port, sail to within transfer range, and fly the planes off to the land base. IIRC, VMF-221's Buffalo's ended up at Midway where they were hard hit trying to fend off the Kido Butai airstrikes on the base. I get the feeling that the game doesn't make the distinction, so you either have a VMF-221 that can't take off or one that can conduct full carrier ops. Neither is a perfect solution, but as long as the US player agrees to only transfer VMF-221 to Wake, it would probably work.
