Five Indian Divs start at Brigade Strenght and need to be rebuilt 14th, 17th, 20th, 23rd and 26th. This is a design choice to replicate Indian Divisions that have had bdes stripped off for other duties (17th Div lost two bdes to Burma for example and these are represented as Independent Bdes) These forces will fill out over time but do not forget that the Indian manpower pool pre war was drawing only on the martial castes and recruiting zones were limited - most of the reinforcements were going to sustain 4th 5th and 8th Divs in the ME. It was only in early 43 and later when Auchinleck took over India Command that the admin got organised and the reinforcements started to flow in numbers. The game trys to represent this by starting these five Divisions understrength. at 80 replacement squads a month it takes c 2.5 months per division to fill them all out so by end 42 if you are not using replacements to rebuild Indian Bdes destroyed in Malaya you wil have all five Divs ready for ops - in fact with normal combat losses and refilling the 10 base forces which take another 40 each it can take until late 43. The normal real constraint on having formations combat ready are Indian Engineer Squads and 3" Morter Squads both of which are precious resource in 42 and early 43 (and probably need to increase over stock in 43/44 but thats another issue) This is broadly correct. If the allied player chooses to rescue brigades that were disbanded and refill them this will take longer but that is a choice the allied player makes. The Indian Army tried offensive ops in late 42/ealry 43 (Arakan) but it was not successfull partly due to the replacement situation. It is not until late 43 that the Indian Army approaches full strength which is broadly correct.
