That question was one of my first querys re BoA. Although they both perform the same function -- turning militia into infantry/trained infantry -- in order for a training officer to train troops, he must be in charge of the entire army, i.e., the most senior officer. A drill master doesn't have to command the army to train troops, i.e., (Von) Steuben. If you combine a training officer and a drill master, your troops will train even faster. But there are some restrictions to training: the troops can't be under seige, and if you have many troops traning at the same time in the same town, the training will be evenly distributed among the unit's companies, which will slow down their transformation into infantry considerably; you want those militia trained before they disband!
