No, initialy (early 18th century) all the meeting and the diplomacy were in french !

If a 'Kilingon' version does not come out

It's not a problem for me because I know very well this boardgame.........and Napoleonic history.

But commercially, I suppose you'll lose a lot of potential gamers !
(A so much complex and important rules, in a foreign language, will be repellent).

Is it like the way they would risk losing the patronage of the Swedes if not granting their nation a major-power status in the game? Heh. *(^o^)*

Perhaps, those eager enough for the game might get to hone their command of that foreign language while getting a hang of the game.
