A determined Axis attack, especially if they go through Spain, can take Gibraltar - all it takes is a good attack roll. So get your white print units in Gib and your HQ and artillery in Er Rif, and wait for it to fall. Sealion is a different beast. For starters, Axis success depends on having the sea lanes open to England. So, you need five things: (1) an air force that can fight both on land at at sea; (2) the Royal Navy; (3) land units placed along key hexes on the coast to defend cities, major ports, and provide ZoCs to boost notionals; (4) armour and mechanized corps inland to try to blitz off the Axis beachheads; and (5) the Americans (unfortunately they don't really get going until 1942...). I would also suggest your USSR player engage the Japanese so that someone is fighting them, because the US has to bail out the CW to prevent the conquest of England and to take back whatever the Axis secure.
