I will change this so that maximum supply transfer is a bit higher and the no-port penalty is a bit lower. 40 hexes is about 25% of the map so I think this should be fine. If transfer goes over half the map or further I think this would feel strange. And a last recommendation: I recommend to build a station on each planet first as a base.
