To use your example above, tanks are at a disadvantage fighting in built up areas like towns and cities since it throws away their weapon range advantage over infantry. Stacking Russian tank divisions in a city would simply make them easier to kill. While the initial historical deployment is fixed, once the game is under way you have considerable latitude in how you manage your forces and can transfer divisions, corps or even entire armies between army groups. After June 22, 1941 anything your historical counterpart was capable of you are also.
