As it stands now, with the screwed CD routine, a not even existing model of the assault on a (hostile) beach and the IJN amphib bonus, the IJA can take every base at will. Only bring at least as many divs as the enemy has, some support and you will have excellent chances to take the base because you get ashore without damage, without disruption and your twice as experienced divs with more firepower will take out every defender with more or less equal av.
