I have transfered in some pilots to the 59th at shanghai they start with diffrent delay values. When they get to 1 they stop and stay there in the list with a delay of 1. The (6) against the pilot number represents this. You have more pilots than planes so the pilots are immediately required. You can force them into the group by pressing "Get pilot", or they will automatically be drawn as needed due to pilot loss or additional planes.
