They might be immediately exciting, but are often the source of cess-pool city in the following year. We would rather have a dork-head play this type of game, and lose the war in a year by being stupid, than try to limit stupidity by coding. But then, one can never limit stupidity by much of anything. [;)] Accuracy, in and of itself, is just one of several parameters used to calculate hit probability.
