Jim Jim, you made a lot of good points in your post, including this one. While the other things you point out to various degrees do also, this one in particular reflects reality to a high degree. You might make a case that the morale of certain units should be different, or that morale should be impacted differently by certain events or circumstances. However, the issue of low morale troops surrendering/retreating, from my readings over the years, seems to be spot on.
