Not sure if this is the same problem, but also as the Germans, in the desert in 42, I had at least a similar one. The scenario was delay (British advance). Map was small, I think about 50-60 hexes high. Anyway, there were no flags, and I could deploy my forces almost (but not quite) all the way to the east edge. The AI could only deploy in the first couple of hexes on the east edge itself. Maybe this is what happened to you, except in reverse (AI being the victim of inabilitiy to deploy). The scenario was a riot - I just put my 88s and SiGs on the hills about 6 hexes back and a bunch of PzIIIs a couple of hexes in front. a couple of artillery barrages and a bunch of SiG rounds caused havoc among the brit infantry (who were piled up on top of each other since there was nowhere to deploy). British tanks moved one hex into the sight range (since for some reason they were not sighted to begin with) of my panzers and 88s and got nailed with 4-5 hex distabce shots. Smoke from the wreckage (not from infantry) slowly blocked my view. I think Force Morale was broken on turn 3. Weird, but fun (though I wouldn't want every map that way) I don't think visibility was 255, though. No idea about that.
