Ships have an energy pool, which is replenish at the rate you see in the top right corner of the design screen. Weapons use X amount of power to recharge, but they only fire so quickly. Thus you get a Energy per Second count which is listed over the armaments box. Weapons recharge instantly from the pool that the ship has, but weapons only recharge if there is the full energy there. A ship never has enough pool energy to recharge all weapons, but if the energy per second output of your reactor is higher then the energy per second use of your weapons, you will fire all your weapons at the optimal speed, just staggered. Thus, a torpedo uses 44 energy but it only fires about once every 3.4 seconds. The torpedo can be recharged to full during any of those 3.4 seconds and it will fire continuously. Same thing with Blasters. They use 12 energy but fire every 1.2 seconds, thus 10 energy per second is needed in order to keep them firing at optimal efficiency. The trick with warship design is to take the SPRINT energy value and add it to your armaments value and have that be below the recharge per second value of your reactor(s), though a little bit above isnt too bad. Why do this? Because you still want to fire every single weapon, when you go as fast as possible.
