Here are some things I've tried with this prob of the japs with little to moderate success. 1. Leave Lae empty of aircraft if P.M is full of bombers. Once they're grounded, they're stuck there - and the air unit is destroyed by attrition and you can't transfer them out. Also, your base forces are quite rare - you'd be better off putting them seome less bombable. 2. You don't need to flatten P.M, but starve it. a couple of zeros out of rabaul on cap, all of your subs (mine laying or hunting) and some bombardment or CV tfs nosing around can usually catch the odd resupply convoy from brisbane and spank it. 3. Feints by sub insertion. You'd be surprised how ape a pbem opponent goes when you sub insert a tiny force of 20 2nd line troops and 30 infantry from your 2 sub transport tf and they take the beach next to P.M. Troops, even that small in size that take Buna, GG, and then perhaps march on P.M. PBEM opponents will freak about reconning them first. Then they won't believe the size of the forces and recon again, and then they'll start bombing them to shreds - which suits you find. 30 bombers bombing 100 men causes less casualties than 30 bombers bombing 10000 men (at least the way it is modelled in the game). You zip your troops in, "storm" that empty beach, re embark them and spirit them on their way, right under the allied airpower's nose! :D
