I lurked in the WPO AAR forums for months before I bought it because I found it so interestingly different from all the other Pacific wargames. Still enjoying it (thanks to PBEM and player contributed updates) nearly 3 years later! [8D]

Dateline: London, England. Following the conclusion of the 1927 Commonwealth Imperial Conference, the unusually raucous meeting produced a fair number of surprises this past week, including, but not limited to, the following:

(1) The Commonwealth sub-committee that had been arduously studying ways of breathing new life into the Anglo-Japanese Alliance since 1921, was officially disbanded in a near-unanimous vote, with only Canada abstaining.

(2) Britain announced that it was unilaterally freezing all Japanese Government-owned financial assets within Great Britain, and expressed support for similar actions by other Commonwealth Nations, until Japan withdraws it's forces from French Indochina. These assets will be placed into a series of escrow accounts for potential use in compensating victims of Japanese aggression in the Far East.

(3) Effective immediately, all Commonwealth Nations, with the exception of Canada, will place an embargo on raw material shipments to Japan and Japanese-controlled territories that are deemed essential for a modern military campaign. This embargo will specifically include the following: Petroleum, Rubber, Tin, Chromium, Nickel, Manganese,
Iron Ore, Scrap Metal, and Copper. Food exports will not be restricted at this time.

(4) All member Commonwealth Nations were tasked with assessing their current state of military readiness, and encouraged to begin identifying essential Naval and Army Reserve Units that could be quickly mobilized in the event that the current crisis is not resolved in the very near future.

(5) The Imperial Conference message to Japan is quite simple: Cease and desist the state of aggression and belligerence in the Far East immediately, or face the consequences..............

The World anxiously awaits the results of Britannia's Power Diplomacy Initiative. Great things are hoped for, since there is the past historical precedent of Japan backing-down to the USA regarding the Manchuria issue several years earlier.

Certainly, the World Press thinks, that the threatened "Yellow Peril" has been contained once again by astute Western Power Politics! The bookmakers in London have posted 3:1 odds against Japan taking military action against the Commonwealth Nations within the next 30 days. Easy money, according to those supposedly "in the know".

Message of the Japanese delegate before the League of Nations.

My esteemed colleagues,

A month ago, the Republic of France attacked our forces in China. We responded. Our forces are now on the outskirts of Saigon and Hanoi. We must believe that France thought that attacking us would be advantageous to its interests. They have been proven wrong, and now they are being punished.

We currently are at war with 4 different countries, for 4 different reasons. In all but one isolated case, the fighting is occurring on their soil, or that of their colonies. But France has taken this crisis one step further, in trying to entice the British Empire to use her economic and military might against us. Our citizens have been threatened and attacked in Great Britain itself, to the point where we have abandoned all official missions to that country. We find this situation highly regrettable. Since this problem did not exist a month ago, and we can only assume that Prime Minister Winston Churchill, who’s Conservative Party only holds slightly more then one-third of his country’s Parliament, is responsible.

This is the same Mr. Churchill which led the ANZAC forces into the catastrophe at Gallipoli a dozen years ago, and had to resign from his government in disgrace. How many Dominion soldiers died in that campaign due to his folly? I believe it was a quarter million – with a 59% casualty rate? And now, Mr. Churchill is trying to entice these same nations to shed even more blood for another insane scheme of his? To our neighbors in Australia and New Zealand, are you listening? Do you really think Japan of 1927 is weaker then Turkey in 1915? Are you really going to let this man lead you to another disaster, this time on your very doorstep?

We have no quarrel against the British people or her Dominions. But know this. We learned our lesson in 1922. We will not back down to threats or sanctions. We are at war, and the nations which foolishly attacked us will pay the consequences. You want Japan to stop seizing territory? Well, Mr. Churchill, there is an alternative to starting a Second Great War – you can act like the statesman you purport to be, and entice your friends in Paris, Washington, Peking, and The Netherlands to make peace with us, rather then demand we dishonor our military’s sacrifices with a shameful withdrawal.

And know this, my esteemed colleagues – we are not withdrawing from any territory seized now or in the future. The only way we shall withdraw is if we are defeated militarily. And while anything is possible, we can state for certain that it will take many years, much sacrifice, and many, many deaths before that can even be considered. Is Great Britain and its Dominions ready to lose the rest of its “Lost Generation” in an unnecessary war on the other side of the world, rather then work toward a realistic, attainable peace through diplomacy?

My esteemed colleagues, this is most likely the most important speech ever given in this great hall. Because if Mr. Churchill continues a reckless course that leads to war, then this great League of Nations will cease to exist as we know it. If diplomacy fails, and a second Great War breaks out, then the League will have failed its primary mission of ensuring world peace, and we will withdraw. This will leave all remaining Great Powers, with the exception of Italy, at war with Japan, transforming this noble experiment in world peace into nothing less then a military alliance. All of the sacrifices of the last Great War will be for nothing.

The world is at a dangerous crossroads, but it is not too late for peace. The verdict of history will weigh heavily upon what happens in the weeks and months ahead, but our position, which will echo through the ages, is clear. If any country wants peace with Japan, we have a simple solution – do not attack us. If those countries we are at war want to stop losing territory, then again, the solution is simple – sue for terms. Now is a time for one or more true statesmen of the world to rise to the call for greatness in this historical hour. There are no better alternatives.

AFTER ACTION REPORTS FOR 02/11/27

Dateline: London, England, in front of the News Corps at #10 Downing Street. The British and Dutch Foreign Ministers made the following joint announcement: "After many weeks of negotiations, a Commercial Treaty has been announced between the British Commonwealth and the Dutch Government concerning certain land assets in the Dutch East Indies. Effective immediately, a 50 year Commercial Lease has been agreed upon that confers all legal rights to raw materials, agricultural and physical plant assets to the British Crown for all areas on the Island of Sumatra that are still under control of the Dutch Colonial Government. The territory in question includes everything from the Padang - Jambi - Sinkep Island line and North (everything north of horizontal map reference line "53"). In return for these all-inclusive territory rights, the Dutch Colonial Government will immediately receive a sum of 15 Million pounds sterling and a 5% royalty stake in all Commonwealth Commercial Enterprises that operate in this Region. Great Britain will immediately assume, and also be responsible for, all civilian affairs on the ground. Legal control will be facilitated by the pending arrival of Commonwealth Colonial Forces that are now in route to Sumatra"

A short distance away at the British Admiralty, a near simultaneous announcement was issued by the 1st Lord of the Admiralty: "A short time ago, a strategic commercial treaty was agreed to between the British Commonwealth and the Dutch Government concerning the control of the Dutch Island of Sumatra. A complete text of the agreement is available from the Foreign Ministry. The key aspects for this Treaty, insofar as the Admiralty are concerned, is:

(1) Continued Commonwealth access to strategic raw materials that are essential to the Commonwealth's economy. These include, but are not limited to, Petroleum, rubber, metal ores, burlap, quinine, and foodstuffs.

(2) Apart from the Commercial aspects, this Treaty makes it possible to secure the trade routes in and out of Singapore, making it a Strategic part of the Commonwealth's common defense plan. Therefore, control of the Malacca Strait will now become the sole responsibility of Commonwealth Military forces in the Region. As always, our policy calls for free and open passage for all countries through this strategic waterway.

(3) Civil and Military forces are now in-route to establish Commonwealth control on the Island of Sumatra. As a prudent measure, these sailings will be escorted by naval surface and sub-surface assets for their protection and safety.

(4) Any attempt by any 3rd party nation to restrict the fully legal access of Commonwealth Forces on their journey to the Islands of Sumatra and Sinkep would be ill-advised. We hope that this advance notification will eliminate the possibility for any misunderstanding concerning the peaceful nature of this deployment.

(5) The purpose of this effort is NOT to antagonize or confront Japanese military forces presently on the Island of Sumatra. Rather, our present activities have been meticulously choreographed to prevent any potential confrontation or misunderstanding between the Crown's Military Forces and those of the Empire of Japan in the Region.
Japanese Military forces will remain undisturbed by Commonwealth forces as long as they remain South of the Padang - Jambi - Sinkep Island. Commonwealth planning and preparations in this region remain entirely defensive in nature, as there is no Crown interest in getting actively involved in the present state of hostilities in the Region."

So, here was the situation -

Paramushiro Jima had developed into a stalemate. True to form in 1920s ground warfare, both sides were dug in, and neither could overcome the other. I had the advantage as I held the base, and had more troops, but not enough to overwhelm the US Hawiian Division.
At the end of the last turn, I detected a TF approaching with many APs and DDs. I suspected this was either a reinforcement or evacuation force. Still smarting from losing 3 capital ships off Dutch Harbor, I kept my surface combat TF pictured in the turn above just out of range, and waited to see what developed.

The computer said landings were being made. Apparently, this is what the game does when troops are being landed OR evacuated. It became clear that an evacuation was in progress when I noted the US assault strength had gone from 188 to 34 in one day. This was a Dunkirk-like situation, with troops being evacuted under fire, ships getting hit, etc. Still, the US was in a bad situation, and quite frankly I think that evacuation was the best option. Even though the Hawiian Division took heavy casualties, it was saved and can fight another day. He could have gone for a massive reinforcement, but that would have been even riskier. As for my ships holding off - I may have caused more damage had I gone in, but I likely would ended up with more torpedoed BBs, and considering what had happened less then one (game) month before, I decided letting the mauled Hawiian Division escape was worth not sinking or smashing up more capital ships.

Dateline: Hong Kong: "The Admiralty has announced that an imminent merchant ship convoy sailing from Hong Kong to Singapore will occur over the following week. This convoy is returning to Singapore after delivering humanitarian supplies to the HK Crown Colony. In accordance with International Maritime Law, the convoy will be traveling through the South China Sea in a fully illuminated manner. Furthermore, hourly wireless notifications of the convoys location will be available for all combatants to assess via the agreed upon communication frequency for neutral shipping in the Region. We trust that all combatants will respect the right of these neutral vessels to pass in an undisturbed manner through these disputed waters. To support this passage, Two (2) Royal Naval Destroyers have been assigned to the convoy in order to aid it with proper navigation and communication resources. The Admiralty would like to remind all belligerent naval forces that the Royal Navy possesses significant resources within the Region with which it could potentially respond to any interference or confrontation with this peaceful mission"

Japan replies that given the combat situation currently occurring off the Indochinese coast, it would probably be best for all parties if the convoy stays as far from Indochina, and as close to the Burmese coast, as possible. We will be listening for the convoy's position updates on our wireless sets.

Dateline: Southeast Asia Fleet H.Q., Singapore. "The Admiralty has announced the dispatch of Cruiser Div III, on a Freedom of Navigation & Training Mission, to the Crown Colony of Hong Kong. This Task Force will stay on a course due East of Singapore than turn Northeast at Grid Hex #39-#50 to complete it's voyage to the Crown Colony. Missions such as this fulfill a dual purpose of providing a demonstrable indication of continued Commonwealth support for the HK Crown Colony, as well as an assurance to the HK business community of Admiralty interest in maintaining vigilance over vital sea lane approaches. The Task Force will travel in a fully illuminated manner and will transmit regular uncoded progress reports on it's location that all belligerent nations in the South China
Sea can monitor".


Japan replies that it has no desire to interfere with British naval operations, particularly the shipment of humanitarian material for the people of Hong Kong.

With that in mind, it must be understood that Japan also has humanitarian responsibilities, as it now has thousands of square miles containing millions of Chinese in its sphere of influence. Keeping this population fed is a major concern, and Canton is a major port of entry towards achieving that goal. We have allowed the British to conduct reconnaissance flights over Canton to monitor this truth.

However, in the past month, the territorial waters off Canton have been attacked at least six times air or naval forces, causing loss of life and disruption of the movement of food and supplies to the Chinese people. In at least two cases, our aircraft were unable to intercept the attackers, due to reports of British reconnaissance aircraft in the area. We have even considered that the enemy may be disgusting their attack aircraft to resemble British patrol aircraft, which is a violation of the rules of war.

In response to this, Japan is establishing an air and maritime exclusion zone around Canton. This will be limited to hex 43-41, so it should not in any way interfere with normal operations in Hong Kong. Any aircraft or naval vessel not utilizing our recognition signals will face attack by our air and naval forces. We regret that this step has become necessary, but cowardly attacks on humanitarian supplies intended for noncombatants, or the units protecting them, can no longer be tolerated. As a gesture of goodwill to the British people, we will also cease all reconnaissance flights over Hong Kong.

(1) The British Admiralty has announced the current location of Cruiser Division III, now in route to the Crown Colony of Hong Kong. It is presently at Grid Hex 33 - 50.

(2) The British Admiralty has also announced the pending sailing of Task Force 1061 from Singapore, an escorted convoy that is in route to bring supplies and essential items to both the Commonwealth Forces imbedded at the Free Port of Shanghai and the Business Community of that enclave. This convoy will follow an identical path as Cruiser Division III, but will stay on an generally easterly path until approximately 120 miles from the Philippines. At that point, the convoy will pass east of Formosa on it's voyage to the British-controlled section of Shanghai. The announcement of this sailing is for the purpose of notification to all belligerents in the region, who should take note of the presence of four (4) Royal Navy escort vessels for purposes of communication, navigation, and security. Once again, the Admiralty must remind all combatants of The Crown's intention to maintain free and unfettered access to International Sea Lines despite the on-going hostilities in the Region. As before, the convoy will be traveling in a fully illuminated manner in order to avoid any incident of mistaken identity. Regular uncoded messages at the acknowledged wireless frequency will provide all with updates on the location of Task Force #1061.

(3) Japanese News reports of clashes between Commonwealth Air Forces in the HK area have been categorically dismissed as "rubbish, and whimsical" by the Southeast Asia HQ. These unsubstantiated reports have only one purpose, to try to alter Commonwealth training and search activities in the Hong Kong area. Let it be stated here that
Commonwealth military forces will not let down their guard and will continue to monitor the colonial territorial waters around Hong Kong without restrictions. It continues to be the position of this Government that the interests of all peace-loving nations would be best served by a Japanese withdrawal from China as soon as possible. Such action would be the best way to ensure that unintended contact between adjacent military forces is avoided.

(4) Belated Best Wishes to Emperor Hirohito, from the entire British Commonwealth, on his accession to the throne.

Japan’s response to the latest British declaration:

Japan never raised the accusation that British air forces attacked Japanese forces in the Canton area. Why then, have the British chosen to deny this? Is this what they call in Europe “a Freudian Slip?”

Japan is not suggesting that Great Britain not defend Hong Kong. The defense of Hong Kong does not include having its air force flying over military installations and interfering with Canton’s defense. We have set the range of our scout aircraft to zero, meaning they will search and defend the Canton hex alone, and urge Great Britain do the same.

Once again, a surface raider attempted to disrupt the flow of foodstuffs to the Chinese people. Our heroic naval forces neutralized the threat. We assume the French cruiser has pulled into Hong Kong. We ask for the League of Nations to send a neutral delegation to Hong Kong to confirm the French cruiser is there, and assure it is interned under the International Rules of War.

There is absolutely no valid reason to send an armed supply convoy into Shanghai, through the heart of the Japanese empire, with the expectation that the Japanese military will curtail its operations to avoid the risk of misidentification. The Chinese receive 500 supply points into Yunan over the Burma Road on a daily basis. The overland supply route between Shanghai and Yunan is secure. We would like to point out that our Shanghai SNLF unit withdrew from the city months ago, and the French apparently have pulled out as well. Why is such a large British garrison necessary in Shanghai? Had there not been such a large number of attacks by Americans, French, and Chinese surface raiders in this area, we might have acquiesced, but to unnecessarily send a convoy into this ongoing combat situation is reckless in the extreme. We find it very strange that the Americans, French, and Chinese aren’t making similar protests.

(1) The Admiralty has announced that Cruiser Div III is now at Grid Hex 39 - 50, and will be making it's final course correction towards HK shortly.

(2) The escorted military convoy #1061 will leave Singapore within the next 2 days on it's peaceful mission to Shanghai. Threats and warnings issued by Belligerents in the Region will not change The Crown's insistence of Freedom of Navigation in the Southeast Asia Theatre. Any attempt to interfere with the mission of this convoy would be ill-advised.

(3) Protests by belligerent nations concerning Commonwealth Air Forces freedom of action in the greater Hong Kong area should be aware that the Commonwealth has received permission from the legitimate Government of China to conduct over flights in the area in question. Since the Commonwealth does not recognize the legitimacy of the occupation of the greater Canton region by Japan, the protests lodged against the legality of these over flights is a moot question, at best.

Japan states that once again, a belligerent task force, this time American, has been detected off Hong Kong, and asks Great Britain if they will take the type of steps against this real threat to its neutrality as it is against the Japanese threat that exists only in its imagination.

When the expected diplomatic double-speak is received, Japan brings the issue before the League of Nations, and demands that neutral delegations be sent to Hong Kong, Shanghai, and Singapore to confirm that belligerents are not operating out of these ports in violation of the rules of war. Italy seconds. Most non-aligned nations vote yes. Motion carries.

Dateline: Geneva, Switzerland @ The League of Nations. The Nations of the British Commonwealth issued the following joint communiqué following the passage of the highly-disputed Japanese motion concerning the need for a League of Nation's investigation of the possible use of Singapore, Hong Kong, and Shanghai as support bases for 3rd party Naval forces engaged against the Japanese Empire.

"The Nations of the British Commonwealth express their unanimous support for the efforts of the League of Nations to contain, and hopefully end, the current state of hostilities among all parties in the Greater Southeast Asia Region. However, the Commonwealth Nations are also in 100% agreement that the root cause of the conflict is the current policy of relentless expansionist aggression by the Empire of Japan against both League Members China, Holland, and France) and the United States of America. The attacks on these nations, as well as the illegal occupation of Manchuria, are the subject of numerous censures and motions that have been passed by the League of Nations against
Japan. That these actions have been totally ignored by Japan is testament to the complete contempt which that nation apparently has for the legitimacy of this great deliberative body. It is not without a little irony, that Japan now seeks to obtain League of Nation's support for self-serving actions while ignoring virtually all previous LON's pronouncements and admonitions concerning Japan's full responsibility for the current conflict.

Given Japan's non-compliance with past LON's edicts, it's efforts to secure international support for it's war effort needs to be taken into consideration before anything else.

The Nations of the Commonwealth will again be submitting for passage a motion that calls for an immediate cease-fire by all warring parties, and a return to pre-conflict boundaries by all combatants. Anything less than this constitutes a situation that rewards Japan for it's expansionist policies, something that this great deliberative body cannot allow if there is to be a future for this organization

Dateline: Geneva, Switzerland @ the Palace of Nations: Following 2 days of intense oratory and attempts at consensus building, the Commonwealth-sponsored measure calling for an immediate cease-fire among the Sino-Japanese-Dutch-USA combatants in the Southeast Asia conflict passed by a vote of 50 for, 3 against (Japan, Italy, and the Irish Free State), and 2 abstentions (New member Germany and Uruguay).

A companion measure calling for a withdrawal of all military forces to pre-war boundaries passed with an identical vote tally.

Critics of the League of Nations immediately pointed out that the measures which were passed where almost entirely symbolic in nature. This is because of the less than unanimous nature of the vote, and the fact that the core issues at stake involved the national sovereignty of individual League Members. Because the League's own charter requires unanimity in dealing with matters involving national sovereignty, by definition, the League is unable to force it's members to comply with the measure. Rather, the net effect of the measures was to provide a type of "Moral Compass" for all member nations to use in making their own individual decisions concerning whether or not to support the measures with actual actions, short of military action of course.

The galleries of the Palace of Nations are packed for the formal Japanese response to yesterday’s measure.

“My esteemed colleagues, the Empire of Japan announces that it will accept a cease-fire in China, on the condition that all belligerents in China do the same. (At this point, the delegate pauses. A moment later, the Italian delegation starts applauding wildly. Many other delegations follow suit).

But my colleagues, why stop there? Let us remove all of the influences which have brought our world to the brink of a second Great War. With that in mind, Japan agrees to withdraw her forces, in full view of League of Nations observers, from China as well as Indochina, on the condition that the destabilizing foreign forces which are also occupying Asia withdraw proportionally, also under the watchful eye of League of Nations observers. If Great Britain or France withdraws a regiment, we will withdraw a regiment, if they withdraw a battleship, we’ll remove a battleship from the area, and so on. The withdrawal area will include all of China, including Shanghai, and Hong Kong, as well as Indochina, Burma, Malaya, Siam, and Singapore. (At this time, there is a ruckus in the galleries, until the sergeant at arms is able to restore order).

You think we are joking? We are not. We seek order and stability in Asia. After all, we are Asians ourselves, and this is our area in the world. Is not the mission of the League of Nations peace and self-determination? Well, my esteemed colleagues, we are offering you both – immediate peace will come from the cease fire, and lasting peace will come to the Asian mainland from the withdrawal from all foreign forces, including ours. We will then support elections, again under League observation, in all areas of mainland Asia to determine if they wish to remain under colonial occupation, or assume their rightful place among the free nations of the world. Assuming most of them choose freedom, they may then decide which nations they wish to align with, and to join this great League. The Japanese empire has already taken this preliminary step in nation building through the Greater East Asian Co-Prosperity Sphere.

We have been labeled the aggressors in this war, and have even been called hypocrites. Really? Is Japan occupying any part of Europe? Did the millions of Asians living under foreign domination ask to be colonies of France or Great Britain? The answer of course, is no, and now that the Asian people finally have a champion which can stand up to foreign colonization, France attacks us, Great Britain provokes us, and we are slandered on a daily basis in this Great Hall.

So, we say to Great Britain and France – let us have peace! Let us all withdraw our forces, advance the ideals of this great League, and leave Asia for the Asians! Yesterday, Great Britain proposed a cease fire and a withdrawal from the Asian mainland. We accept both, on the condition that they and their French allies do the same. What say you, France and Britain? Will you live up to your own bombast promoting diplomacy, self-determination, and free trade, or will you simply revert back to more threats, posturing, and war? Will you prove to be the real hypocrites? The world is watching. Thank you.
