For Modding purposes the following.

A Pulp/Steampunk Mod with Huge flying Carriers, and Support craft.
Air, Land and Sea, Units.

Something like

Which Game would work best for building of this type of thing?

BA is squad level 3d, AT uses counters. If you can make 3d models and understand programing enough to make scripts, you can make whatever you want with BA.

Can you change how combat is done?
In BFA you have a chance to hit and a chance to get pass armor.

Would it be possible in BFA to have Damage that gets by Armor do X points of Damage to the Model, and add chance for critical hits?

I like BFA just trying to see which will work, they are different scales, so ATG also has some nice pluses as well.

Getting my head around it is all before I start designing anything.

I can't grasp your question on can BA do, so better to state what you plan on doing and maybe Pip or Iain can answer.

Sorry try again,

Combat now seems to be, if it gets hit, it looks to see if it kills the unit.

Can this me changed to if it get hit it takes some damage, (based on weapon ), and if it punches through armor it takes more damage.

Also could the Damage be in the form of knocking out a system, like main guns, turning and so on.

The scripting allows you to do whatever you want. e.g. you can assign an entirely new health attribute, affect it with whatever logic you decide to script in, add whatever kinds of attack commands you like to the UI. Basically the entire model can be redone as you like, using the various stats you like.

Essentially, the entire 'game' is changable in the scripts :)

I think the modding of Steampunk, Flying carriers and Support craft which you suggest is most suitable for the Battlefield games than Advance tactics.
