I'm not sure about how to interpret it, but it looks like Midway may not have had enough fighters to launch. Someone more knowledgable than I am--please interpret. Midway had 20 F2As that launched, and the Japanese CAP was 40 aircraft.

That is so-so. IIRC, escort should be at least or more in numbers than 50% of CAP for attack to happen. And I guess that is CAP with some FOW in it.

It would be interesting to test the 50% figure.

I looked at Shattered Sword. The maximum Japanese CAP was 33 of 72 fighters--there were an additional 15 fighters being ferried. The strike on Midway had 36 fighters, so the CAP percentage was about 50%. In game engine terms, 60% would have suppressed the Midway launch. Somehow I don't think even 100% CAP that would have made any real difference to the decision.
