But relations with your enemy fall heavily and its restoring takes a lot of time (in my games it's nearly impossible, we always begin another war [:D], maybe, it happens because I choose high level of aggression in game setup [:D]) and maybe a lot of money and technologies. What I want to say... I want to say that if I try to settle in enemy territory AT PEACE I damage my relations with neighbor and show other empire what I sneaky and unreliable. It would be wonderful that this effects were permanent and heavily.
