You should consider sticking with the game. He will find a lot of things MUCH harder in Scen 1 and might wish he had the pilot 'problem' back in the late game. The reason it's an issue is that you have so many pilots. This is not a bad thing. Especially if you know about it and can stock HI fro man early date. It's only a problem if you make it to 45, and you're much more likely to do that in Scen 2 than you are in Scen 1 as the IJ.

It's really an issue when the Japanese do exceptionally well in the game and have too much territory, too many units and ships to feed supplies and fuel, and then the HI drain can really hurt. I'd LOVE to have that problem!!! So unless your opponent happens to be PzB in disguise, keep playing the game. It sucks to start over, especially going from Scen 2 to playing Scen 1 as the Japanese. Believe me. I've done it.

PS - If you want to load stacking limits you can do this in your current game and don't have to start over.
