And their experience is not that bad, by combat they see an increase of exp. Sure, worst battered ones are taken to the rear and replaced by those from the quiet sectors (now I'm organizing 2nd and 3rd Tank Army). Currently 6 Tank Corps are under 50 morale, 14 have 50+ (50 is now their base morale since Sept. 42).
