Rebuild any oil you can keep producing for 90 days if it provides supply when refining. If it doesn't build supply when refining, you need to look at your fuel levels and let that help you decide to rebuild it or not depending upon how long you can keep the oil flowing. You want lots of fuel on the HI, I have had over 3 million and it is only a 251 day reserve for the HI let alone ships sipping from it, plus bombing damage eventually.
