Where are the reinforcement units?

I'm in the 3rd round of Case Blue. I got a Romanian Inf. Div as reinforcment in the Reps but I can't find it in the OOB and not on the map.

You have to click on it in the CARDS dropdown.

Here's what it says in the manual: When reinforcements are ready to arrive, an action card will be given to the player that can be used to place the unit on any major town.
