It's an excellent base for torpedo/dive bombers to defend against Allied bombardment raids, and very difficult for the Allies to suppress. Once the Allies take Buin they'll be able to knock Rabual out via fast bombardment runs, so you'll need to guard against that. No need to build up too much, a level 3 airbase can enable torpedo/dive bombers to make such bombardment runs dangerous for the Allies.
