The USA chooses to add a chit to the Japanese entry pool and selects option 23, "Freeze Japanese assets". This choice resulted in no additional tension with Japan; i.e., no chit was transferred from the entry to the tension pool.

Though the USA could have chosen another options (Japan, Germany or all), except for option 31 which requires that 23 have been chosen on a previous turn, they do not.

Turn 13. Sep/Oct 1941. CW. CP Analysis.

The CW in the North Atlantic this turn, lost 7 CPs, saw 5 forced to abort and voluntary aborted another 2. By rerouting two oil points being saved in England to being saved in Canada the CW was able to get their full production of 22 PP's back.

The spare CPs that the CW has for the Atlantic routes include 3 disorganized CPs in Portsmouth, 2 coming in from production and 6 unused CPs in the Caribbean, East Coast, Bay of Biscay and Cape Verde. This represents an Atlantic route reserve of 11 CPs. In Asia and the Pacific, the CW has 5 spare CPs.

The CW currently has four idle RPs, all non-oil. The Cyprus RP would require 4 CPs to get to England, which would then free up an oil point which could be saved. Since this oil point could be saved in Canada then the Cyprus RP could be routed to England and reduce the Atlantic CP reserve, in the long term, by only 1 CP. The other three idle non-oil RPs would require 9 CPs each to route to England. So routing just one of these three RPs to England would significant reduce the CW CP reserve. Well, maybe not one, if the 5 spare CPs in Asia and the Pacific could be use. But that would leave no spare CPs there. All of this analysis says to me for now is to leave the three non-oil RPs in Australia and Malaya idle for now and, depending on how the Battle of the Atlantic is going, maybe route the Cyprus CP to England.

The USA ups the number of oil points given to the CW from 2 to 5. These 3 additional oil points will come from the 2 oil points that will be freed up when they enact the oil embargo (option 31) and from the spare RP that they gained last turn when they frozen Japanese assets (option 23).

I am not sure how many reinforcements the Soviets are to get but I feel Axis has clearly lost already.
Their advance in Russia has been minimal, they suffered high losses - compared to the Soviet ones - and the chance to reach the Caucasus for aligning Turkey and relief with a secure supply the Italians in Egypt is pretty much non existant.
Weather has surely not favored the Barbarossa plan (that is one case where a game is verily screwed over by weather rolls / turn length) but you will see how easy will be the Allied life from -this- starting situation once they get to their march toward Berlin, Rome and Tokyo.

If the Soviets get a GAR as reinforcements, to place that one into Vitebsk is pretty good. It forces Germany to again face a good defense of the place during the short winter turns.

Stalin thunders from the Kremlin: "Those decadent so called democratic nations leave us to fight the Fascist hordes on our own! That's outrageous! We demand a second front this turn! When not, where are the goods we are promised? The so called enemies of Germany are in league with the Nazi's! Decadent, they are"...

The Allies should get more resources or build points to the USSR. At least one CW build point should go to Murmansk out of the CW and the US should think about choosing the options to send resources to the USSR and refutes naval warzones, so they can assist the USSR by sending resources towards Vladivostok before war with Japan starts...

Maybe I'm learning? Here's a cap of Vitebsk after the Soviet reinforcement phase, which I did last night.

The RN decides to initiate combat off the Italian Coast. The Italians fly in two additional fighters and a NAV. Both sides fail to find the other. No combat.

The RN decides to initiate combat in the East Med. The Luftwaffe flies in an additional NAV, the Italians a NAV and two fighters. The Luftwaffe NAV finds, surprises the RN, isolates RN forces in the 3 box and has just has barely enough surprise points to avoid combat.

The USSR uses all three of its rail points to rail in Zhukov from Asia. The Soviets cobble together a coherent defense in the north. Hopefully with the weather, this defense will hold until the end of the turn.

By the way, the Soviet AT gun division in the woods southeast of Somolensk IS stacked with an infantry corps. I've learned that lesson (i.e., putting a gun in a hex by itself) a couple of times and have vowed not to repeat it.

Turn 14. Nov/Dec 1941. Axis #4. Germany. Combine Action.

Germany takes a combine so that they can both move u-boats out to sea and along with Italian subs continue to attack CW convoys and hopefully get the odds to capture Vitebsk.

With a blizzard raging in the Arctic and no prospect of any planes flying the Germans could only get +5A. They decide not to attack and wait until they can get better odds. Hopefully this turn as it would be nice to clear Vitebsk and resume push towards Moscow when winter ends and the weather clears.

German u-boats attempt to exploit a tactical error made by the USA. The USA has selected option 11, "U.S. East Coast Escorts". However, they failed during their impulse to put any escorts out in the 0 box there.

The allies dodge a bullet as the lone Germany u-boat unit fails to find the allied convoys.

German u-boats meet up with Italian subs off of Cape St. Vincent and go hunting for CW convoys. They don't find them. Also, the RN fails to find the subs. No combat, which is fine with the allies.

The Italians take a naval and the RM sends to heavy cruisers to support their units already there off the Italian Coast. The Italians have no desire for any combat and elect not to initiate combat. The RN does, chooses as the non-phasing player to initiate combat but both sides fail to find the other.

The Italian RM also beefs up their presence in the East Med by adding two heavy cruisers and a battleship to the 4 box. Again, the Italians have no desire for any combat and elect not to initiate combat. The RN does, chooses as the non-phasing player to initiate combat and both sides, this time, find the other. A naval air combat ensues.

Turn 14. Nov/Dec 1941. Axis #4. RN Initiated. East Med. Naval Air Battle. Round 1.

Both sides manage to get a single bomber unit through to attack the enemy fleet. The RN bomber is a carrier air unit which is promptly shot down by Italian AA. The German NAV that was cleared was forced to abort by RN AA fire. So no air attack on enemy ships by either side.

Both sides decide to stay, but neither finds the other so the naval combat in the East Med ends after a single round.

The Italian RM puts a single heavy cruiser into the Red Sea (4 box) and momentarily restore the flow of supplies to their land corps in Eritrea. However, the RN as the non-phasing side successfully initiates combat, manages to damage the Italian cruiser and once again shuts off supply to Eritrea.

The Italians use their two HQ units in Egypt to reorganize two badly needed NAVs which were forced to abort in the East Med naval battle just concluded.

A Japanese invasion army is deployed to Canton complete with necessary amphibious craft. This army is also in place to seize Hong Kong when war does break out with the Western Allies.

Also, Japan plans to move all infantry divisions to the coast and they will become part of the Japanese invasion forces.

Yamamoto is moved out to Truk to command the Japanese navy and invasion forces in the Pacific. In the Marianas, Japan has three divisions. The armor division will be disembarked to Truk. The other two divisions to Kwajalein, which will militarized that island and may cause an US entry chit to be added.
