I was thinking that refurbishing old fabric covered planes would be contracted out to small companies while the big ones had their massive assembly lines. A small company might not have bothered buying paint spraying equipment for a small, one-time contract. Agree with the choice of pretty woman and staging of the photo for propaganda or advertising purposes.
