Hegemony

Vrilya, 10 March 2357
1446 hours

First Minister Sorrit Corras only half- listened to his escorts as he was guided through the just-completed and now operational Strategic Command Headquarters complex. Nodding occassionally and asking the pert question here and there to indicate he ws paying attention, his thoughts were quickly spanning the last seven years. He had ascended to the apex of power within the Zenox Hegemony- itself for just over 50 years a space-faring power- at the age of 54 years old, the fourth to attain the title of Hegemon. He had forged an alliance between himself as a 36-year veteran of the military, a brilliant Phaerax outcast from the Ministry of Intelligence and a like-minded rebel out of the Ministry of Science. It had helped that both Sunja Wradu and Randul Shakia were in awe of him due to his standing as a 25-year long member of the Order of the Archives; a membership that was ordinarily jealously restricted to the ancient families who had served in the Archives themselves, Corras astutely refused to speak of how he had gained such an honor, his father having been functionary in the Ministry of Education. All the same his diverse, fascinating career and strong desire to achieve his ambition had seen him through the arduous political infighting that had been required to get his troika into the Hegemony Supreme Council. Once that had been accomplished, Wradu had been instrumental in preparing the way for seizure of the First Ministry. Likely because Sunja was a Phareax- the only non-Zenox race habitating any Zenox worlds- and prone to suspicion, she proved extraordinarily adept at the internal machinations of the Ministry of Intelligence. Fiercely loyal to the Hegemony, as were all three of them, Wradu had provided Corras with indispensible information which allowed both he and Shakia to move within their own spheres with maximum effect.

At Corras’ ascension the Hegemony was an overwhelmingly Zenox political association of 18 worlds in sixteen different star systems, the Phaerax a very small minority on only three planets who there existed because they had arrived before a change in Hegemony policy prohibited emigration by any non-Zenox. Being aware that the primary interest of his three predescesors of necessity had to be building the structures and institutions that would provide the cohesion required of a Galactic power, Corras and his associates felt very strongly that nowhere near enough effort was being expended to maintain the independence of the Hegemony from the ten other alien, mostly hostile powers that had developed throughout the Galaxy. Precisely how much of this was the outgrowth of politics, intrigue or policy decisions – of which there had been quite a great deal- had yet to be determined. What was known was that thousands of years ago the Galaxy had been populated by dozens of races with their own empires. History had grown out of that state of affairs until at one point a race from another galaxy had initiated an invasion of the Galaxy, initially through stealth and guile. After persuading certain Galactic races to fight with them, the Galactic War had ensued. Extraordinarily fierce as such conflicts have gone, the War had been nearly lost before the Galactic powers introduced their last secret weapon- an incredibly virulent and incurable, if extremely short-lived, virus delivered by autonomous cybernetic space vessels. While this did in fact succeed in destroying the Invaders and saving the Galaxy, it also had the regrettable side-effect of all but completely destroying the populations of the Galactic powers as well. This in turn led to a complete brekdown of the existing order, devolving into millenia of barbarism and privation throughout the entire Galaxy. For many, many centuries the only organized groups of any significance were the Pirate Clans, living nearly always on their ships, rightly leery of attempting to establish power bses on the old Galactic worlds. Primarily they fought amongst themselves, but also would occassionally raid the old worlds and very infrequently either take control of one or found a new colony of their own. Very slowly, the old worlds began to recover, organize themselves and begin to explore and expand into the Galaxy once again. The Clans fought fiercely against this when it happened, but over time lost against the superiority in numbers of the planetary races. Eventually the eleven major powers survived, encountered each other and proceeded to vie for supremacy or dominion, each according to what its own history dictated. All discovered, scattered hroughout the Galaxy, evidence of the Ancient civilizations in the form of ancient cities and edifices, graveyards of wrecks of ships from battles long ago, and sometimes examples of salvageable technology. In addition, there still survived many of the ancient plague-bearing ships, their virus cargoes no longer viable, but still dangerous in their own right. And then, there was something else still…

The Ancient Guardians were the sentient cyborgs developed by the original powers so long ago that had survived and continued their purpose of doing what they could to protect their charges, the inhabitants of the progenitor civilizations. Throughout the millenia, they had fought the old virus-delivering machines, and the Clans, in order to protect the old worlds- as well, they had remained eternally vigilant against the Invaders and any other threats to Galactic civilization. Based on their one world, Utopia, their powerful fleets stood watch over the re-emergence of the Galactic powers. They seemingly have taken it upon themselves, now, to follow their mandates (known as the Dictat) by prohibiting the proliferation of certain technologies or methods which could, in their view, sow an unacceptable level of strife and misery throughout the Galaxy. And so it was that Corras’ association- after having synthesized all the stories, legends, discoveries made in space exploration as well as other pertinent information- decided that a certain course of action needed to be followed by the Zenox and their Hegemony. This was a direction they did not see being followed by either the Hegemon or the government of their time, so a plan was developed and implemented and in due time resulted in Sorrit Corras becoming Hegemon on 11 February 2350. Sunja Wradu was made Hegemony Minister of Intelligence and Randul Shokia Hegemony Minister of Science. Such others would be brought into their inner circle as deemed appropriate by the three of them; they were united in their fervent desire to achieve the outcome they intimately knew had to be achieved. The alternative could not be contemplated.

Nearing the end of his inspection, the Hegemon’s revelrie began to come to a close. When he had come to power, he had formed the Privy Council- that group initially consisting only of himself, Wradu and Shokia- as an official but ultra secret organization answerable only to the Hegemon. Unknown even to the Hegemony Supreme Council, the Privy Council was the coordinating structure that would be used to most expeditiously coordinate their plan. For the Hegemony existed from the beginning for the defense of the Zenox race, nothing more. What the Privy Council wanted to achieve, the Hegemony Supreme Council would never openly approve. At the first Privy Council meeting (PC1) on 2/11/2350, stock was taken of the current state of the Hegemony, with a view towards identifying where the most urgent attention was needed from the start. First, the economy needed to be revamped, having degenerated over fifty years into a static morass of under-performance with next to no management. Second, the military- though effective at keeping the relative peace for the last fifty years- needed to be completely overhauled and upgraded. Lastly, the Daidalun Supremacy- the Phaerax empire in the Spinward direction of the galaxy from the Hegemony- was the greatest known threat at the time and should be planned against accordingly. From these findings, Minister Shokia assumed the burden of directing the research efforts and economic reforms necessary, while Wradu began a course of action that would end with her becoming a legend in the Hegemony. In February of 2350 five alien races were known to the Hegemony, and four Pirate Clans: these included the Daidalun Supremacy (Phaerax) and the Grand Ortain Authority (Ortain), which lay Edgeward from the Hegemony systems. Contact had been made with the Core Axis (Core), the Char Diba Authority (Naxillian) and the Paratis Conformity (Paratis), but their locations in the Galaxy were unknown. Sunja Wradu began a program of identifying where all known alien empires were located, and discovering if they possessed technologies that the Hegemony might want- by any and all means. Of course, the Hegemony had built a fleet of 42 scout ships that were exploring the Galaxy, which was such a monumental task that diverting some for covert operations was ruled out by the Privy Council. Sunja had the resources of the Hegemony to work with, and on 2/23/2350 departed Vrilya to begin her work. On the day before Wradu set off on her task, the Hegemon himself had raised the eyebrows of the Hegemony Supreme Council (HSC) by authorizing the sale of the Hegemony’s Galactic map information to both the Core Axis and the Paratis Conformity- two empires the Hegemony knew almost nothing about. In fact the HSC actually censored the Hegemon over this, something not done lightly and which was a prelimnary opening towards removal of a Hegemon by the HSC. Knowing that it would be controversial, the Hegemon had proceeded thusly in order to raise required resources to begin construction of infrastructure vital to the Project. He had calculated the risk, hoping that success would erase the short-term negative perception. The day Wradu’s mission began, Corras had ordered the beginning of construction of the Bio-Engineering Facility on the desert moon Clutoa; the Trade Guild on Kydunea 2 and the Holographic Network on Da Suukha Junction 3; he also set the Ministry of Galactic Affairs to work gathering information and developing contacts throughout the known empires, being careful not to be too open and friendly.. Just over a decade ago the Hegemony had closed itself to non-Zenox related immigration, and the Privy Council did not want that to change. The three facilities were of the Ancient Guardian’s Prohibition Dictat, meaning that if completed by the Hegemony no other empire could construct them. To the astute in the HSC, the Trade Guild implied improving the Hegemony’s economy; the Holographic Network implied improving the life-style of the Hegemony’s people; but the Bio-Engineering Facility only meant one thing. Still, no one felt the need to move drastically against the new Hegemon based on this alone.

Within a month and a half of Corras assuming power, the Daidalun Supremacy, Core Axis and Grand Ortain Authority had imposed trade sanctions against the Hegemony. The HSC was debating censoring the Hegemon a second time over these developments, but the rapid-fire events of the following eight months de-railed such efforts. In April a remote Ancient star base was boarded, and on board were discovered data cores which allowed the Hegemony to piece together exact details of the Precursor’s entire history. As sobering as this was, the Ancient Guardian’s holdfast of Utopia was visited by Hegemony scouts in June of 2350, mere days after contact was made with the Faliin Technocracy. Within two months of that, more information relating to ancient history was discovered at ancient ruins at the Chamber of Urd Radamer and the Guardians themselves issued a warning in November. During all the excitement, the Hegemon’s beginning construction of the Advanced Medicomplex on Dalasteni 2 almost escaped noticed, especially given that the economy was beginning to noticeably improve. Discoveries continued to be made by the scouting fleet, and in late March of 2351 the Great Archives of Janudral Mezar were discovered, giving indisputable proof to the legends that certain races had collaborated with the intergalactic Invaders thousands of years ago- in this case the Gizureans, which had yet to be encountered by the Hegemony. What with mounting developments, the Hegemon ordered a limited refit of Fleet units on 27 March 2351. The next four months saw Wradu return successfully against the Core Axis and to depart almost immediately against the Tarapin Coalition; the Bakura High Speed Shipyard was competed by the Faliin Technocracy in June; the Casidor Weapon Facility was completed by the Paratis Conformity in July; and the Daidalun Supremacy completed the Advanced Medicomplex in July. These Prohibition Dictat facilities represented lost resources to the Hegemony as Corras had ordered them begun but was beaten to them- another opportunity for censor by the HSC. Such pronounced dissatisfaction with a Hegemon so early into his term would have been unprecedented, not what the Privy Council wanted to see and would have ultimately have represented a potential existential threat to the Hegemony. This might have happened anyway, if not for the string of uninterrupted positive developments that took place in the next year.

From 26 August 2351 to early June 2352, the following events occurred: construction of the Trade Guild, Holographic Universe, Galctic Archives, Koloros Medical Academy and Bio-Engineering Facility were completed on Hegemony worlds. Sunja Wradu returned succcessful again, and again departed immediately gainst the Paratis Conformity. Resources were made available to begin crash research programs on Machine Intelligence and Galactic Hegemony, and preparations were begun to vastly increase both Hegemony ground force levels and to upgrade all large and small space ports throughout Hegemony space. The Char Dilba did impose trade sanctions against the Hegemony in late June of 2352, but after the successful colonization of Aitun Major 5 and Fyudus 1 by February of 2353, the Daidalun Supremacy’s declaration of war against the Faliin Technocracy in April 2353 and the completion of the Merkidor Planetary Fortress on Vrila in May, the Hegemon had become the darling of the HSC, indeed the entire Hegemony. By this point, only the sale of Hegemony information to the Core and the Paratis held strongly against the Hegemon by some in the HSC and elsewhere. In late May 2353 the Hegemon called the First Hegemony Grand Conference on Vrilya, which was the introduction to Zenox government of the Privy Council’s plans to attack the Grand Ortain Authority and to impart the urgency behind such plans. As such, the FHGC was a success for the Hegemon,as no serious dissent made itself apparent against such plans. Between late August 2353 and early January 2354, the Char Dilba Authority and the Daidalun Supremacy blockaded mining stations at nebula DQ 280 and the Vuras system. Both situations were defused by yielding the stations involved to the blockading powers in exchange for them dropping trade sanctions against the Hegemony. In May an ancient World Annihilator project was discovered in Paratis Conformity space, offset by the beginning of construction of the Sentient Core Computer on Vrilya that June. 2354 ended with a brief crisis when the Grand Ortain Authority submitted an ultimatum to the Hegemony for a mining station in Sector O8, but nothing came of the Hegemon’s refusal to yield. Construction of the Strategic Command Headquarters began on Vrilya on 3/3/2355 and crash research projects for Megatron Flux Skin and Galactic Capital begn 4/23/2355. The last half of 2355 saw Minister Shokia shine with the completion of research on Gravitic Singularity Creation, and the Sentient Computer Core was completed on Vrilya 11/2/2355. In December 2355, a World Annihilator was discovered actually under construction by the Piliados Realm, but the Strategic Command Headquarters was completed on Vrilya on 3/10/2357. As his inspection ended, Corras smiled broadly, lost in his thoughts. Those around him interpreted it as pleasure at what he has just seen. In reality, Corras knew that Minister Wradu has tripled the effectiveness of the Ministery of Intelligence. More disturbing discoveries continue to be made by Vrilya’s scout fleet; other races fall at each other’s throats in war, but- the Hegemony was at peace, the economy had improved immensely, and in all respects the Hegemony was better off than it was seven years ago. By now, the Hegemon was the hero of the HSC, and the Privy Council continued it’s work undetected. The Hegemony was at the pinnacle of its political power in the Galaxy, and the attack against the Grand Ortain Authority was about to begin. Indeed, as a result of all that had been accomplished in the last seven years, the Zenox were about to begin an adventure unlike any other in the course of their history. For unlike in the distant past, when Zenox fought alongside others to prevent conquest by intergalactic aggressors, now it would be the Zenox who reached out for and grasped the mantle of leadership of the Galaxy- hopefully before the Invaders returned.

In early October of 2357, the fleets departed their bases en route to their targets in the Grand Ortain Authority. The Galactic Capital was completed on Vrilya in late November, and the Zenox Hegemony became the Galactic Empire the following day. The Privy Council revealed itself openly and proclaimed Sorrit I of House Corras as Emperor. In the weeks that followed, with the attack fleets still en route to their destinations, the re-organization of the Hegemony was presented to the Zenox population. The HSC and all other Hegemony governing structures were of course abolished. Below the Emperor, the Consuls and the Imperial Privy Council came the Imperial Senate, each Senator representing 100,000 individuals of their planet of origin. The various Hegemony ministries translated to Imperial counterparts, if with sigificant structural differences. A great deal of propaganda effort was expended to assure the Zenox that, for all intents and purposes, the Hegemony still existed for the Zenox- that the Imperium existed solely as a mechanism to affect the Hegemony’s dominance of the Galaxy in order to better coordinate against a future intergalactic threat. All told, some 80 percent of the Hegemony’s population fell into line- the other 20 percent to varying degrees attracting the attention of the new Imperial Counter-intelligence apparatus. All of the other Galactic powers were invited to voluntarily join the new Galactic Empire- the responses ranging from barely-suppressed rage to open humor, given that the Hegemony was at most a fourth-tier Galactic power when the Empire was established. The Imperial government’s official position became one stating that the other powers were holding their respective areas of the Galaxy in trust for the Emperor until such time as they could be reponsibly assumed by the Empire. This stance signalled to the other powers that- however humorous they might find the developing situation to be- Vrilya was in fact deadly serious in its new paradigm. However- and this was the most important aspect of the new developments- the Ancient Guardians acknowledged the rule that what the Zenox had acomplished could not be duplicated, only appropriated or destroyed and re-created. This fact alone sparked a great deal of debate in the newly-minted Imperial Senate, concern beng expressed that the new status-quo had instantly transformed Zenox space into the biggest target in the Galaxy. The concern was so great and widespread that Sorrit I had to agree to vastly expanded defense spending for the Hegemony (which he was only too glad to do), and to agree to a seperation of powers that basically stated that the Senate saw to the running of the old Hegemony areas and that the Imperium saw to the rest of the Galaxy. The emperor acceeded to this only with the caveat that the Empire could police the Hegemony in order to ensure no significant threat to Imperial authority emanated from the Hegemony worlds. This was all codified by the Imperial Vrilyan Compact of 2358. By this time the Imperial Privy Council numbered 15 members, with Sunja Wradu still the only non-Zenox member, being the Imperial Minister of Intelligence and also now one of two Imperial Consuls, Minister Randul Shokia being the other.Following brief space battles above Almanea 1 and Baruunda 1,the Grand Ortain Authority declared war on the Empire when the ground invasion of Almanea 1 began on 27 January 2359. Shortly before word arrived on Vrilya that the Vekundar Major Conformity had completed the Hive Mind on 5 March 2359, word had gone to all Imperial worlds that the First Imperial Strategic Planning Conference was to be held on Vrilya beginning 1 April 2360, and that all responsible officials of Imperial ministries, agencies, departments and directorates were to attend by that date. Fortuitously, the capital of the Grand Ortain Authority’s 16 worlds fell to the Empire on 14 February 2360. And while those in the know understood that the Ortain war was proceeding much more slowly than was desirable-with a large revolt now in progress on Almanea 1- the coming conference was to prove to be one of the new Empreor’s crowning achievements, helping greatly to solidify his power base. It had all only taken 10 years…

Earlier in this game, I questioned my strategy of forgoing some other researches early in favor of the Sentient Core, Strategic Command HQ and Galactic Capital. However, as things have panned out so far, it seems that those were good moves...

The Imperial First Strategic Planning Conference has held while the rebellion on Almanea 1 was still in progress. Imperial ships blockaded several Ortain worlds while more troops were en route and still more being raised on Zenox planets. The Ortain fleet was not powerful enough to even slow the Imperial advance. Breakdown and explanation of the Imperial industrial and economic capacity opened the Conference, this being found to be in a satisfactory condition. The need to enormously expand the military was put forth in terms all present could appreciate- the swift transition to an empire claiming to lead the entire Galaxy had made the Zenox civilization a very large target- fortunately, the other races were not at all united and it was becoming Imperial policy to foster that mutual distrust among the other empires until such time that they could be defeated in detail. Next came descriptions of the research progress that had been made followed by discussions of how the empire’s technological development would proceed going forward. While recognizing the inherent limits of the intelligence organs, the Minister of Intelligence did agree that attempting to steal research of other empires would be a high priority. The planetary governors next described conditions and capabilities of their worlds and populations, and the military leaders described in general terms their missions and capabilities. Detailed analyses were presented of the other major Galactic powers by the ministries of Galactic Affairs and Intelligence. The Core Axis was seen as the overall most powerful empire; its government was described as being the Core Consciousness, the Core were a cybernetic civilization fairly hostile to all other powers. The Core economy had the largest total revenue and had to date mind the most luxury resources of any race in the Galaxy, had constructed 189 bases and 1,213 military vessels and there were 6 billion enslaved on its 47 worlds. Imperial Strategic Command HQ (STRATCOM) intimated that while extremely numerous, Core warships were not the most powerful on a per unit basis that the Imperial fleets would be facing. The Core Axis worlds lay just beyond the Daidalun Supremacy, though direct competition was likely to occur in a large uninhabited area of the Galactic Periphery. The next most powerful and largest Galactic power was the Tarapin Coalition- its Way of Darkness government controlling 60 worlds, its military was known to have destroyed 764 enemy ships and bases. However, the Coalition was the power with which the Empire had the most amicable relations with, and by a large margin. The Paratis Conformity was rated as the next most powerful empire, run by a Hive Mind government, controlling 48 worlds and having the distinction of being the most populous of Galactic powers. The Conformity was noteworthy as well for controlling 5 Ancient ruins, for having an extremely efficient and effective counter-intelligence apparatus and for possessing the Galaxy’s largest ground force at 1,712 battalions. Neither the Tarapin Coalition nor the Paratis Conformity was close enough to Imperial space to be considered a direct threat- as of yet. The Daidalun Supremacy, on the other hand, existed directly adjacent to Imperial space. A military dictatorship of 39 worlds, the Phaerax was the dominant species which had long been direct competitors to the Zenox. Though their fleet was larger than that of the Empire, the Supremacy was known for having lost five times as many warships than it had destroyed in its history to date. Both the Daidalun Supremacy and the Paratis Conformity maintained trade sanctions against the Empire. It was made known to all at the Conference that the Supremacy was scheduled to be the next power that the Empire would attack in future. The Naxillian Char Dilba Authority was the next most powerful empire known, another military dictatorship controlling 38 worlds but other rather un-noteworthy in the realm of Galactic achievement. The Naxillian were likewise too far from the Empire to be considered an immediate threat. The Abbidon –led Pliados Realm controlled 23 worlds and had a Way of the Ancients government; they were best known in the Galaxy for having the most spectacularly successful intelligence operatives, but were too far from the Empire to be an immediate threat. The Ikkuro Confederacy-a feudal collection of 27 worlds- were likewise not seen as a threat and really had not done anything of note in the Galaxy so far. In terms of relative Galactic power, the Empire itself came next. The Imperial government was still a technocracy, controlling 28 planets and distinguished by having the Galaxy’s highest tourist income, the highest population approval rating and the most number of space ports constructed (24). Both the Vekundar Major Conformity and the Faliin Technocracy were relatively undistinguished, the Vekundar having a Hive Mind government and eleven worlds; the Napoar of the Faliin Technocracy controlling 5 planets. Lastly, the Boskara Lorideos Collective was a Hive Mind government controlling 6 worlds, known for having spent the most time at war of any Galactic power in recent memory at 8 and a half years. Accentuated by numerous workshops, seminars, lectures, receptions and dinners, the Conference ended on 10 April 2360 with a major speech by Emperor Sorrit I, in which among other things he assured all gathered that every possible effort would be made to fully protect the Zenox Hegemony worlds and that the developing Empire would unite the Galaxy to better face the threats and challenges of the future. Nice reports. Now that I see the Core in a strong position, it leads me to believe the one powerful AI theory. Honestly, the core shouldn't be that strong. There's many reasons, but since I made them just believe me lol. The Core, by now, have planet busting rail guns. Besides having a powerful gun, they can bombard with it. I too have been leaning in favor of the one powerful AI theory for the longest time, BUT... this particular game I am playing currently is causing me to begin to wonder about other potential factors. As you will see here soon, in just 4 years the Galactic relative power balance has undergone a rather dramatic and- to me- shocking change. In short, watch the Tarapin.

And as always, any and all of your input is more than welcome. I have recently experienced the power of the Core ships you were alluding to as well.

The Ortain fleets had never been anything more than a nuisance, never any real threat. The Ortain ground defenses, on the other hand turned out to be far more problematic- at least for the Imperial ground forces as configured at the time. After the fall of Almanea 1, StratCom had to raise more forces before a continuation of the offensive could go forward. The original plan of lifting some of the troops from the invasion of Almanea 1 had to be scrapped once it was learned how heavily defended the other, older Ortain worlds were; and as was soon to be discovered, the longer the war lasted the problem of increasing War Weariness leading to increased hostility on the part occupied populations was to become a major determinant on the prosecution of the war.

Condition of the Almanea 1 assault force after a year and a few more rebellions. Posted to demonstrate the rate of recovery of the troops as well as how long it was taking to subdue the population- again, a major factor was the degree of War Weariness.

Researching for Gravitic Torpedoes; once I get the helium-powered reactors there will be major refits for all ships and bases, though much of the civilian economy will of course remain on hydrogen fuel. I decided to plow ahead with Virus research after realizing the degree of force I will be facing.
