In addition to a port that starts at (0) not recognizing naval support at an improved port, the port also seems to not preform ship upgrades. I have left a DD at a port 3(0) that has no required minimum shipyard size for an update. After several turns, the update has not taken place. I move the ship to a (1) port and it upgraded that very turn. Is there a limitation I am not aware of that the starting (0) port improved to a level 3 should not allow an upgrade to take place? Is there a supply minimum for upgrades?

There is something (an equation, perhaps) about ship upgrades that don't require a shipyard of any particular size that says a port must still be big enough to handle the ship in some way. I think it is based on tonnage. For example - there are a few BB upgrades for the Allies that don't require a shipyard, but wouldn't enter upgrade at measly little Tabiteuea (port 4). They did enter upgrade when I sent them to a bigger port (Rabaul, Pearl, etc.). Simply being able to dock clearly isn't the requirement, as a size 4 port can easily dock a 30K-ton BB.

Awesome info - I always wondered how that went - really impressed at the thinking of the developers in coming up with these sorts of formulae.
So by this formula and with no other inputs, a 2000 ton DD can upgrade at a level 3 port (2000/100 =20; Pt. 3 cubed = 27).
